At the request of the Federal Government of Nigeria, the African Development Bank (AfDB) is financing the Digital Value Chain Infrastructure for Boosting Employment (D-VIBE) Project, also referred to as Project BRIDGE. The project aims to expand Nigeria’s fiber backbone from 35,000 km to at least 125,000 km, making it Africa’s third-longest terrestrial network after Egypt and South Africa. This expansion will address the shortfall in existing infrastructure, which currently meets only one-third of national needs, by extending coverage to underserved and unserved areas.

The project was approved this year and is undergoing the initial steps of implementation. Further support is required to maintain momentum, particularly given the workload of this early phase. The scale of the D-VIBE Project demands close coordination among the Project Implementation Unit (PIU), Special Purpose Vehicle (SPV), government institutions, regulators, operators, consultants, development partners (World Bank, EBRD, EU) and other stakeholders. The Consultant will provide support to keep project activities organised, ensure decisions and actions are tracked, and maintain clear documentation for implementation and reporting.

The role will support the effective delivery of D-VIBE Project activities and must be directly beneficial to AfDB-related financing.
