At the request of the Federal Government of Nigeria, the African Development Bank (AfDB) is financing the Digital Value Chain Infrastructure for Boosting Employment (D-VIBE) Project, also referred to as Project BRIDGE. The project aims to expand Nigeria’s fiber backbone from 35,000 km to at least 125,000 km, making it Africa’s third-longest terrestrial network after Egypt and South Africa. This expansion will address the shortfall in existing infrastructure, which currently meets only one-third of national needs, by extending coverage to underserved and unserved areas.
The success of D-VIBE Project will depend not only on infrastructure deployment but also on an enabling policy, legal, regulatory and institutional environment. The project therefore requires dedicated technical assistance to support the development and implementation reforms that serve as catalysts for the broader transformation of Nigeria’s digital economy.
The main objective of this role is to support the advancement of reforms that remove barriers to infrastructure investment and deployment, strengthen enabling policies, foster adoption and scaling of digital platforms for a thriving digital economy, and allow for regional integration with neighboring countries (Benin, Niger, Chad and Cameroon). The activities carried out under this role must contribute to the implementation of the Digital Public Services, Innovation and Enabling Policy Component, as described during project preparation, and must be directly beneficial to AfDB-related financing.
