Location: Cairo, Egypt

Purpose of Job

To ensure the management, dissemination, and valorization of data and information as well as the sharing and promotion of knowledge, with the aim of establishing a continuous capitalization process from the outset of the programme, therefore, assuring its sustainability of the said programme.

Main Functions

•    To develop and implement a knowledge management strategy aimed at organizing, managing, disseminating, and capitalizing on the data, information, and knowledge generated by the Africa-EU Space Partnership Programme.

•    To produce and share information and publications at agreed frequences to stakeholders and the wider public;

•    To lead coordination of related SPP knowledge management and communications events;

•    To ensure optimal operation of SPP digital platforms including the AfSA website and portals.

Specific Responsibilities

•    Conduct an assessment of existing knowledge management practices;

•    Identify and plan knowledge management priorities, both internally and externally;

•    Develop a knowledge management strategy and action plan;

•    Propose appropriate tools and mechanisms for the collection, management, dissemination, and capitalization of knowledge;

•    Ensure the ownership and effective implementation of the knowledge management strategy and plan throughout the Programme lifecycle;

•    Strengthen the internal teams’ capacities on knowledge management practices and tools.

•    Analyze existing documents and conduct consultations with key stakeholders to identify knowledge management needs and opportunities;

•    Support the planning, production, dissemination, and evaluation of communication and knowledge management products to enhance awareness, understanding, and ownership of the mandate and results of the Africa-EU Space Partnership Programme;

•    Design and produce multimedia content (audiovisual, graphic, interactive) aimed at showcasing the knowledge generated by the programme, promoting its visibility, disseminating key messages, capitalizing on best practices, and strengthening stakeholder engagement;

•    Improve and optimize existing digital platforms (website, social media, microsites) to ensure their performance, accessibility, and an enhanced user experience for knowledge dissemination;

•    Deploy and monitor communication campaigns on social media, integrating knowledge-sharing approaches, with rigorous monitoring and evaluation through analytical tools, reporting, and dashboards;

•    Implement and lead the knowledge management strategy, ensuring its adoption and effective use by all stakeholders throughout the Programme lifecycle;

•    Organize training sessions or knowledge-sharing workshops to strengthen capacities in knowledge management and dissemination;

•    Ensure the integration of knowledge capitalization into program monitoring and evaluation (M&E) frameworks, providing structured inputs to update logical framework indicators related to knowledge management results;

•    Develop and maintain a knowledge database, mapping key findings, outputs, and case studies that can contribute to the evidence base for decision-making and future programming.

•    Analyze and synthesize program results to provide strategic recommendations on how knowledge capitalized can be leveraged to inform future initiatives and policy dialogues.

•    Provide regular reporting through detailed monthly reports outlining activities undertaken, results achieved, progress made, and recommendations for continuous improvement, submitted to the Coordinator of the Africa-EU Space Partnership Programme.

•    Perform any other related duties as assigned by supervisors.

Academic Requirements and Relevant Experience

•    Master’s degree in communication, Marketing, Knowledge Management, Information Sciences, or any related field, with a minimum of seven (7) years of relevant work experience in knowledge management, knowledge capitalization and/or information management, preferably in the development sector, of which at least three (3) years must be at supervisory level;

OR

•    Bachelor’s degree in communication, Marketing, Knowledge Management, Information Sciences, or any related field, with a minimum of ten (10) years of relevant work experience in knowledge management, knowledge capitalization and/or information management, preferably in the development sector, of which at least three (3) years must be at supervisory level.

•    Demonstrated experience in developing various types of content, including blog posts, social media content, website copy and marketing materials;

In addition to the above academic qualifications and years of experience, the following are desired areas of experience for candidates under either qualification pathway:

•    Exposure to  the work of international organizations or regional institutions on Africa–Europe joint space programmes;

•    Demonstrated experience in implementing Search Engine Optimization (SEO) and Search Engine Marketing (SEM) strategies to improve website visibility and traffic;

•    Demonstrated experience in using Content Management Systems (CMS) to create, manage and publish website content;

•    Experience in collecting, analyzing and interpreting data to support informed marketing decisions and assessing campaign performance;

TENURE OF APPOINTMENT:

The Appointment will be made on a fixed term contract for a period of one (1) year, of which the first three (3) months will be considered as a probationary period. Thereafter, the contract may be renewed for a similar period subject to funding availability, satisfactory performance and agreed deliverables.

LANGUAGES:

Proficiency in one of the AU working languages (Arabic, English, French, Kiswahili, Portuguese, and Spanish) is mandatory and fluency in another AU language is an added advantage

REMUNERATION:

The salary attached to the position is an annual lump-sum of US$ 93,485.15 (P3 Step 5) inclusive of all allowances for internationally recruited staff, and US$ 78,106.72 inclusive of all allowances for locally recruited staff of the African Union Commission.
