ROLE PURPOSE: 

In the context of the 17th Ebola Virus Disease (EVD) outbreak in the Democratic Republic of the Congo, declared by the Government of DRC on 17 May 2026, the Health, Nutrition and IPC Manager is responsible for the planning and delivery of all health, nutrition and IPC components of the Kinga Maisha and MAPLE projects within the agreed timelines, budget, quality standards and donor & SC compliance requirements.   The postholder ensures that all activities are aligned with national policies, WHO guidelines and Save the Children standards, contributing to an integrated, high-quality and accountable Ebola response. 

Key responsibilities include:

Develop and deliver on the Kinga Maisha and MAPLE project implementation plans, ensuring that outputs and outcomes are achieved on time, within budget, to quality and in compliance with donor and SCI policies and procedures as well as government standards. 

Ensure that health, nutrition and IPC interventions for the Kinga Maisha and MAPLE project are delivered in accordance with SCI and government technical guidance and SOPs, working closely with relevant technical advisors and response pillars.

Collaborate and coordinate effectively with other SC Project Managers in Ituri to ensure synergy and consistency with other health, nutrition and IPC interventions, especially in the collaboration, agreements and ways of working with health zones and health centres.  

Provide technical inputs to support the planning, establishment and operational oversight of Observation Care Centres (OCCs), ensuring integrated service delivery, appropriate clinical pathways, nutrition support and strict IPC measures.

Lead the forecasting, quantification, procurement planning, and monitoring of essential medicines, medical commodities, nutrition products, IPC supplies, and medical equipment for the Kinga Maisha and MAPLE projects to ensure uninterrupted availability, appropriate stock management, and timely distribution across all project sites.

Supervise and mentor the Kinga Maisha and MAPLE health, nutrition and IPC project teams, including setting priorities, evaluating performance and strengthening capabilities. 

Represent Save the Children in relevant Health, Nutrition and IPC coordination forums, contributing to technical planning, operational coordination and evidence-based decision-making.

Promote continuous quality improvement, operational learning and documentation of lessons learned to strengthen preparedness and response to future public health emergencies.

The postholder will report to the Kinga Maisha Project Director and work closely with the Senior Health Advisor and the Technical Advisors for IPC/WASH and RCCE to ensure coordinated and high-quality implementation of the Kinga Maisha and MAPLE projects. The postholder will also represent Save the Children in relevant national and sub-national coordination forums, as required.

KEY AREAS OF ACCOUNTABILITY:

Leadership & collaboration 

As a member of the Kinga Maisha project leadership team, effectively contribute to the overall project management strategies, plans, performance review, MEAL plans, outcome and learning reviews.  technical and operational 

Ensure close collaboration with other projects in Ituri, especially those in health, nutrition and IPC, to build synergy, apply the same strategies including with health zones and centres and create a homogeneous approach across Save the Children programs. 

Provide strategic technical advice to the Project Director and Senior Health Advisor on response priorities, operational risks and resource requirements.

Coordinate with technical advisors and other health project managers to ensure that programme implementation remains adaptive to the evolving epidemiological situation and operational priorities.

 Delivery of quality projects 

Lead the delivery of interventions, ensuring continuity of essential health and nutrition services while strengthening IPC, surveillance, early case detection, referral systems and safe clinical pathways to minimise service disruption and reduce transmission.

Develop and regularly updated detailed implementation plans for the Kinga Maisha and MAPLE projects ensuring these are reflected in SCI’s systems (PRIME etc) .

Manage the implementation of both projects within the agreed timelines, budget and compliance rules ensuring these are reflected in SCI’s systems (PRIME etc) . 

Ensure that project interventions are consistent with national and SCI standards and existing approaches in similar health, nutrition and IPC projects. 

Manage relationships and agreements with Ministry of Health partners at the level of Aire de Sante and collaborate closely with field office management and other health program managers to ensure that relationships and agreements at provincial and zonal levels take into account all the interventions under the Kinga Maisha and MAPLE projects. 

Ensure that all procurements  locations, ensuring alignment with the Ministry of Health response plan, WHO guidelines and Save the Children standards.

Provide technical oversight for safe patient flow, triage, isolation and referral pathways within health facilities and provide advice for the same in the Observation Care Centres (OCCs).

Strengthen programme quality through technical mentoring, capacity building, implementation of SOPs routine field monitoring, and the use of programme data to drive continuous quality improvement and evidence-based decision-making.

Ensure integration of safeguarding and safe programming across both projects. Budget management and compliance 

Work closely with the Project Director, Finance and Awards teams to assign and monitor expenditure against approved budgets for the health, nutrition & IPC parts of Kinga Maisha and the overall budget for MAPLE. 

Review monthly budget performance, analyse variances and prepare monthly and semi-annual forecasts and budget realignments where required. 

Provide budget updates and financial analysis to the Project Director to support timely decision-making and programme adjustments.

Work closely with the Awards team to ensure interventions are implemented in compliance with different donor and SCI requirements and rules. 

Staff Capacity Building and Performance Management

Manage and supervise project staff to ensure the team works effectively to deliver on project results, on time.  

Coach and mentor project staff to strengthen  technical and operational capacities.

Identify training needs and develop capacity-building plans for project staff.

Use participatory processes to evaluate staff performance, provide constructive feedback and set quarterly and annual objectives. Promote continuous professional development and foster a culture of learning, quality improvement and accountability.

 Partnerships and Representation

In coordination with the Project Director, Field Manager and technical advisors, represent Save the Children  in health, nutrition and IPC coordination structures at various levels, as requested. 

Work very closely with the Field Manager, Project Director and other health project managers to ensure that collaboration with different DPS structures is aligned and builds synergies. 

Strengthen partnerships and promote effective coordination across technical sectors to maximise programme impact and avoid duplication.

Monitoring, Evaluation, Accountability and Learning (MEAL)

Ensure that project data is regularly uploaded into SC and donor systems. 

Provide timely monitoring of programme implementation and achievement of agreed indicators.

Work with technical advisors to conduct  programme performance reviews and ensure corrective actions are implemented to improve quality and effectiveness.

Ensure timely preparation and submission of high-quality technical reports, donor reports and situation updates.

Document best practices, innovations and lessons learned, and ensure these inform programme adaptation, preparedness and future emergency responses.

Other Responsibilities

Support the development and implementation of emergency preparedness and response plans.

Undertake any other duties consistent with the level and responsibilities of the position as assigned by the Project Director.

QUALIFICATIONS AND EXPERIENCE

Essential

Medical Doctor/ Nurse or Public Health experience. 

Strong experience of Health management in public health humanitarian settings including previous experience supporting Ebola, infectious disease outbreaks, or humanitarian emergency responses,

Strong experience of managing the implementation of projects to achieve results, especially in a high-stress humanitarian context. 

Experience of managing budgets and ensuring timely expenditure within compliance rules. 

Demonstrable capacity to set priorities

Demonstrated experience supervising and mentoring staff operating in high-stress or emergency environments.

Experience developing and facilitating trainings and capacity-building initiatives.

Strong interpersonal skills and the ability to work and collaborate effectively with diverse teams. 

Strong communication and report-writing skills in French and English.

Experience working in the DRC or similar complex operational environments.

Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children’s mandate and child focus and an ability to ensure this continues to underpin our support

Knowledge of Save the Children systems, safeguarding standards, and emergency response architecture.
