The main objective of the Perception Survey is to collect primary data on the indicators underpinning the various dimensions of the Public Service Delivery Index (PSDI). The survey aims to generate evidence on the capacity constraints that limit effective public service delivery across African countries, thereby informing policy and institutional reforms to enhance service quality, accessibility, and coverage. By tracking performance over time and making the findings publicly and widely available, the survey also promotes transparency, accountability, and evidence-based decision-making in the delivery of public services to African citizens.
