Under the overall supervision of the Country Economist for The Gambia, the Consultant shall undertake the following tasks:
1. Agricultural Sector Assessment - Review the performance of the agricultural sector between 2015 and 2025 and assess its contribution to economic growth, employment, food security, and resilience.
2. Review of Agricultural Investments and Reforms - Review major public, private sector, and development partner investments and reforms implemented in the agricultural sector between 2015 and 2025 and identify key achievements, lessons learned, and remaining gaps.
3. Assessment of Opportunities and Constraints - Assess the principal opportunities and constraints affecting agricultural productivity, food security, competitiveness, commercialization, value addition, climate resilience, and private sector participation.
4. Value Chains, Agricultural Finance and Private Sector Development - Assess opportunities for value chain development, agribusiness growth, agricultural finance, and private investment. The Consultant shall undertake a more detailed assessment of selected priority value chains.
5. Reform and Investment Priorities - Identify priority reforms, investments, and enabling conditions required to accelerate agricultural transformation and support a more productive, competitive, resilient, and private sector-driven agricultural sector.
