Following the Nigeria Electricity Act (2003), the Bank, through AESTAP/SEFA, has supported the Ministry of Power and key institutions to implement the Act by developing national policies, regulatory guidelines, state electricity plans, legal templates, and capacity-building programs.
The Act empowers States to regulate electricity markets, creating opportunities for private investment and improved access, while introducing challenges in tariff design and institutional capacity.
To address these, the Bank is supporting the Nigeria Governors’ Forum (NGF) to develop Electricity Tariff Setting Guidelines and strengthen state-level implementation capacity through a consulting assignment.
