Responsibilities

1. Security Coordination and Liaison

  • Establish and maintain effective working relationships with:

    • Security officials of other UNSMS organizations;

    • Government counterparts;

    • Partner security services;

    • UNDSS offices;

    • Security Focal Points.

  • Obtain and share up-to-date security-related information relevant to the Country Office.

2. Security Risk Assessment

  • Provide accurate and up-to-date assessments of the security situation.

  • Advise the Chief of Mission (COM) on:

    • Threat prevention;

    • Risk mitigation measures;

    • Operational security strategies.

3. Warden System Management

  • Develop, implement, and regularly test an effective warden system.

  • Use multiple testing systems, including:

    • SCAAN;

    • Emergency communication tools.

4. Security Training and Capacity Building

In coordination with the RSO and COM:

  • Prepare country-specific:

    • Training activities;

    • Seminars;

    • Security briefings.

  • Coordinate staff participation.

  • Ensure compliance with:

    • IOM standards;

    • UNSMS learning and training standards.

5. Travel Security Management

  • Provide security briefings for IOM personnel deployed to or travelling within the Central African Republic.

  • Coordinate travel security requirements related to:

    • Road transport;

    • Air transport;

    • River transport;

    • Medical evacuations;

    • International staff movements.

6. Compliance with Security Risk Management Measures

In coordination with the RSO:

  • Review and monitor compliance with:

    • Security Risk Management Measures (SRMM);

    • Residential Security Measures (RSM).

  • Participate proactively in Security Cell Meetings.

  • Advise the COM on:

    • SMT security issues;

    • IOM operational requirements;

    • People-centred security approaches.

7. Operational Security Support

  • Develop a comprehensive understanding of IOM programmes in the Central African Republic.

  • Provide:

    • Security recommendations;

    • Security Risk Assessments;

    • Deployment security advice.

8. Business Continuity Planning

  • Support the COM by providing security-related inputs into the Country Office Business Continuity Plan.

  • Participate in testing and preparedness exercises.

9. Security Planning

In coordination with the RSO:

  • Develop, implement, and test Country Office-specific security plans.

10. Supervision of Security Personnel

  • Supervise Field Security Associates.

  • Ensure appropriate security support for IOM personnel.

11. Emergency Deployment Monitoring

  • Monitor and report deployment numbers during emergencies.

  • Coordinate with:

    • UNDSS;

    • Security Management Team (SMT);

    • UN Designated Official (DO).

  • Ensure fair application of security clearance procedures.

12. Emergency Communication Systems

  • Test and monitor IOM emergency communication systems, including:

    • SCAAN;

    • Emergency communication tools.

  • Monitor the SCAAN dashboard.

  • Post timely security advisories.

13. Security Incident Reporting

  • Report security matters impacting IOM operations immediately to:

    • The COM;

    • The RSO.

14. Security Incident Investigations

In coordination with the COM and RSO:

  • Conduct preliminary enquiries into:

    • Security breaches;

    • Security incidents.

  • Coordinate with local authorities to:

    • Protect personnel;

    • Protect assets;

    • Implement corrective measures.

15. Other Duties

  • Perform any additional duties as assigned.


Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in:

    • Security Management;

    • Business Administration;

    • Political or Social Science;

    • Psychology;

    • Criminal Justice;

    • Law;

    • International Relations;

    • Or a related field;
      from an accredited academic institution with five years of relevant professional experience;

OR

  • University degree in the above fields with seven years of relevant professional experience.

Accredited universities are those listed in the UNESCO World Higher Education Database.


Experience

  • Minimum five years of progressively responsible experience in:

    • International relations;

    • Disarmament affairs;

    • Conflict resolution;

    • Crime or terrorism prevention;

    • Security and risk management;

    • Disaster or crisis management;

    • Emergency preparedness.

  • Experience in:

    • Risk mitigation planning;

    • Security programme management;

    • Security analysis;

    • Field operations.

  • International experience is desira
