In close coordination with the COM, the Regional Office, MPX RTS, relevant Units at HQ, and the Global AVR Program Team, as well as with Government counterparts and other relevant public/private sector partner organizations:
Conduct protection assessments and identify risk mitigation strategies.
Focus on:
Operational settings;
Access to and accessibility of services;
Shelter conditions;
Legal and immigration frameworks;
Vulnerabilities of specific groups;
Gender and PSEAH considerations;
Protection actors on the ground and referral pathways;
Safe environments for return in countries of origin (CoOs).
Ensure rigorous application of the Return and Reintegration Due Diligence Process (DDP).
Identify and escalate protection concerns and complex legal/protection issues.
Integrate gender-sensitive analysis and PSEAH risk mitigation throughout case handling.
Lead and provide technical guidance and day-to-day support to national and international protection staff.
Ensure adherence to:
IOM protection policies and standards;
Operational SOPs;
Institutional commitments to gender equality and PSEAH.
Provide operational management, coaching, and guidance to teams.
Support the COM by providing technical briefings and structured updates.
Maintain high-level or political liaison under COM authority.
Coordinate with IOM missions in countries of origin to:
Facilitate remote counselling;
Conduct protection assessments;
Ensure case-specific follow-up;
Support safe and dignified return processes.
Liaise with consular authorities to facilitate:
Access to LPs and travel documents;
Passport retrieval;
Identity verification.
Support family tracing and reunification where feasible.
Collaborate with:
Emergency Coordinator;
RMO;
MHD;
MHPSS;
Other relevant units.
Ensure migrants have access to:
Medical support;
Psychosocial support;
Protection services;
Legal assistance;
Basic needs support.
Liaise with national and protection actors for referrals to:
Legal aid;
Health services;
Shelter;
Psychosocial support;
Protection-focused interventions.
Ensure protection information management complies with:
IOM Data Protection Principles;
Inter-agency standards.
Manage sensitive case documentation and secure information sharing.
Ensure compliance with MiMOSA reporting requirements.
Oversee protection-related aspects of accommodation facilities.
Monitor:
Living conditions;
Medical emergencies;
Psychological emergencies;
PSEAH compliance.
Participate in coordination mechanisms and task forces.
Maintain engagement with:
UN partners;
NGOs;
Civil society organizations;
Service providers.
Represent IOM in meetings and forums with:
Donors;
Partners;
Stakeholders.
Ensure alignment with programme objectives.
Coordinate operational readiness activities including:
Case verification;
Logistical arrangements;
Clearance with CoOs;
Liaison with receiving missions.
Monitor protection activities and measure progress against:
Objectives;
Indicators;
Targets.
Identify gaps and recommend corrective measures.
Draft and contribute to:
Weekly reports;
Quarterly reports;
Ad hoc reports.
Keep mission, regional, and HQ stakeholders informed.
Identify operational and protection priorities.
Support development of:
New projects;
Concept notes;
Programme activities.
Align initiatives with donor priorities and operational realities.
Contribute to:
Budget planning;
Resource allocation;
Budget monitoring.
Ensure donor compliance and support AVR/TCN programme resourcing.
Perform any other duties as assigned.
