Since 2016, the International Organization for Migration (IOM) has been supporting migration health initiatives in the Democratic Republic of the Congo (DRC). Through its Health Border and Mobility Management (HBMM) framework, IOM implements preventive and curative health programmes targeting migrants, mobile populations, and vulnerable communities.
The organization collaborates closely with government authorities, health sector partners, WASH actors and protection clusters to strengthen access to healthcare services, emergency response systems, and health system resilience in areas affected by conflict, displacement and limited accessibility.
In recent years, IOM DRC has expanded its support to the Ministry of Health by strengthening health service capacities at border points to improve prevention, detection and response to infectious diseases and other public health threats. This includes:
Integrated disease surveillance and response training
Provision of medical and health commodities
Mobility tracking and health risk analysis
Vaccination support services
Risk communication and community sensitization
Under the direct supervision of the Chief of Mission, the Senior Migration Health Programme Coordinator will oversee the operational management, technical supervision, strategic direction and coordination of IOM migration health programming in DRC.

The Senior Migration Health Programme Coordinator will:
Develop, implement and manage migration health projects and programmes in line with IOM policies and national health strategies.
Ensure projects are coherent, feasible and aligned with IOM project development procedures.
Lead the development of new migration health initiatives including:
Health Border and Mobility Management (HBMM)
Epidemic preparedness and response
Migration health promotion
Sexual and reproductive health
Mental Health and Psychosocial Support (MHPSS)
Climate change and migration health
Migration health governance
Migration health data systems
Coordinate with the Ministry of Health and relevant national programmes such as:
National Border Health Programme (PNHF)
Expanded Programme on Immunization (PEV)
Epidemiological Surveillance Department
National Mental Health Programme (PNSM)
Develop and strengthen partnerships with:
WHO
UNICEF
UNAIDS
Other UN agencies
NGOs and local organizations
Represent IOM in national technical and strategic forums.
Coordinate with Health Cluster mechanisms and humanitarian actors.
Support emergency preparedness and humanitarian response activities.
Strengthen collaboration between health interventions and:
Camp Coordination and Camp Management (CCCM)
Protection
WASH
Shelter
Displacement Tracking Matrix (DTM)
Transition and Recovery activities
Provide technical guidance on migration health strategies and policy frameworks.
Ensure health programmes are evidence-based and scientifically informed.
Promote data analysis, knowledge management and information sharing.
Identify emerging migration health trends and public health risks.
Monitor project implementation and budget utilization.
Coordinate with the Head of Resources Management on financial oversight.
Propose corrective measures where necessary.
Coordinate cross-border initiatives with IOM Regional Offices in Nairobi and Dakar.
Support regional cooperation among Member States on migration health programming.
Contribute to reports, technical guidance documents and policy development.
Document best practices and lessons learned.
Maintain organized programme documentation and reporting systems.
Candidates must possess either:
A Master’s degree in:
Nursing
Medicine
Epidemiology
Public Health
or a related field
with at least 7 years of relevant professional experience;
OR
A University degree in Medicine plus a university degree in the above fields with at least 9 years of relevant professional experience.
Additional qualifications in:
Clinical medicine
Tropical medicine
Maternal or child health
Public health
are considered an advantage.
Applicants should demonstrate:
Operational and field experience in outbreak preparedness and response
Experience in epidemiology and public health interventions
Experience in migration, refugee and displaced persons’ health
Experience in programme development, implementation and evaluation
Experience in resource mobilization and health programme management
Experience in epidemic preparedness and response is an added advantage
Experience in the African region and knowledge of the DRC health sector are highly desirable.
