The Africa Visa Openness Index (AVOI) is a flagship report produced by the African Development Bank in partnership with the African Union Commission. The Index measures the extent to which each country in Africa is open to citizens from other African countries. It ranks African Union Member States based on whether entry requires a visa prior to departure, a visa on arrival, or no visa at all.
Since the launch of the inaugural edition of AVOI in March 2016, multiple editions have been published. The Index has become an essential advocacy tool for promoting regional integration and the free movement of people. It has contributed to policy dialogues and reforms across the continent, including in countries like Ghana, Rwanda, The Gambia, and Benin, among others. To support the 11th Edition, the Bank seeks to engage a Communications/Creative Writer/Researcher Consultant to support the production of this report. The consultant will play a key role in drafting, refining, and shaping the AVOI narrative, visuals, and stakeholder messaging in close collaboration with the RDRI team and the broader project contributors.
