The International Organization for Migration (IOM) is seeking a highly qualified and experienced professional to coordinate and oversee emergency response operations and humanitarian programmes in Mali.
The successful candidate will ensure the effective implementation of emergency-related projects, strengthen preparedness and coordination mechanisms, and support strategic humanitarian interventions in line with IOM policies, donor requirements, and international standards.
The Emergency Coordinator will be responsible for the following duties:
Coordinate and monitor the implementation of all operational and administrative aspects of emergency-related projects, ensuring effectiveness, coherence, integrity, and compliance with organizational policies and procedures.
Work closely with the Chief of Mission (CoM) to ensure coherence and complementarity between emergency response activities and recovery/development interventions.
Ensure adequate IOM response preparedness through:
strengthening coordination mechanisms;
aligning preparedness efforts with inter-sector planning frameworks;
coordinating preparedness initiatives across sectors.
Stay informed on humanitarian policies, international standards, and best practices related to emergency operations.
Recommend approaches to better integrate cross-cutting issues such as gender, age, disability, education, environment, and protection into humanitarian responses.
Ensure timely preparation and submission of emergency project reports in line with IOM and donor requirements.
Coordinate the preparation of:
regular updates;
project summaries;
lessons learned;
press releases;
other communication materials.
Ensure timely, accurate, and standardized information sharing regarding:
displacement trends;
population movements;
return and relocation conditions;
vulnerabilities affecting affected populations.
Supervise staff implementing emergency projects and IOM sub-offices in Northern and Central Mali.
Organize and coordinate staff trainings on emergency response and humanitarian operations.
Promote a common understanding of humanitarian response standards and operational procedures.
Identify new opportunities for emergency response interventions.
Contribute to the development of emergency project proposals in coordination with:
Resource Management Unit;
Policy and Programmes Support Unit (PPSU);
Department of Operations and Emergency (DOE);
Regional Office for West and Central Africa;
Project Managers.
Liaise with donor representatives and provide regular briefings on current and planned programmes to mobilize financial support.
Represent IOM in:
inter-agency coordination forums;
meetings with governmental authorities;
NGOs;
donors;
other humanitarian stakeholders.
Undertake duty travel for:
needs assessments;
project monitoring;
coordination with counterparts;
problem solving;
project development.
Perform any other duties as assigned.
Candidates must possess:
A Master’s degree in Political Science, Social Sciences, Social Work, International Relations, Management, or a related field from an accredited academic institution with at least five (5) years of relevant professional experience;
OR
A University degree in the above fields with at least seven (7) years of relevant professional experience.
Accredited universities are those listed in the UNESCO World Higher Education Database.
Applicants should demonstrate:
Experience in project and budget management;
Knowledge of IOM project and budget management software (an advantage);
Experience working in or on the West African region;
Experience managing programmes involving refugees, asylum seekers, and multicultural teams;
Experience in donor relations and international-level stakeholder engagement;
Operational or field experience in migration-related issues;
Extensive experience in public relations and liaison with governmental, diplomatic, and institutional partners.

All IOM staff members are required to be fluent in at least one of IOM’s official languages (English, French, or Spanish).
For this position:
Fluency in English and French (oral and written) is required;
Working knowledge of another UN language (Arabic, Chinese, Russian, or Spanish) is considered an advantage.
