Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan's children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofan's, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan's school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan's 18 states.
How can you make a difference?
Working closely with UNICEFs overall PBF Coordinator, the Peacebuilding Consultant will:
Lead in the coordination of the PBF project across the State (CD/WD) 30% of time.
Provide technical peacebuilding support to UNICEF and its partners across the State (CD/WD) 30% of time.
Provide technical peacebuilding support to UNICEF teams across Darfur and the wider UNICEF Sudan Office as required – 40% of time.
Basic objectives of consultancy
Objective 1: Provide support to the effective planning, monitoring, reporting and evaluation of the Peacebuilding Project.
Key Activities/Tasks
Lead the development/analyzing of the PBF baseline survey in coordination with other agencies and partners (including field trips)
Coordinate the development/finalization of an interagency M&E Framework
Lead the development of a quarterly monitoring plan for UNICEF
Lead the development/revision of indicators for monitoring peacebuilding/conflict sensitivity approaches and outputs/outcomes
Conduct joint and or independent monitoring of UNICEF-supported activities
Coordinate and finalize monitoring and progress reports on regular basis
Lead the drafting of briefings, workshop reports and of regular donor reports
Evaluation Criteria: Availability of quality deliverables in a timely manner
Objective 2: Lead the coordination of the PBF with all relevant stakeholders at Locality and State level as well as with Peacebuilding Secretariat and internally with UNICEF management and all Darfur Field Offices
Key Activities/Tasks
Lead the development of an interagency coordination plan (including timeline)
Lead the organization of coordination meetings with various stakeholders at state and locality level
Lead the documentation and distribution of meeting reports and outcomes
lead all other aspects of PBF coordination as required
Lead the PBF project communications and outreach activities
Lead the overall KM of the PBF in the State
Ensure effective coordination with the PBF Secretariat team
Evaluation Criteria: Availability in a timely manner of key deliverables and satisfaction of stakeholders
Objective 3: Provide ongoing technical support to the implementation of the Peacebuilding Project across UNICEF, implementing partners and stakeholders to support timeliness and quality of activities
Key Activities/Tasks
Provide peacebuilding and conflict analysis technical support to UNICEF, government and NGO partners
Lead the development of a practical framework for conflict sensitivity and peacebuilding for UNICEF in Darfur
Provide technical inputs in the development of PB program documents drafted by UNICEF Implementing Partners
Coordinate the updating of the UNICEF conflict analysis as required
Lead the coordination and implementation of peacebuilding/conflict sensitivity capacity building activities for UNICEF project teams and partners
Develop and lead staff training in peacebuilding and conflict sensitive programming
Evaluation Criteria: Timely availability of high-quality key deliverables; feedback from UNICEF and other stakeholders on technical support

To qualify as an advocate for every child you will have…
Qualification or specialized knowledge/experience/expertise required for the assignment:
An advanced University degree in one of the following fields: social sciences, peacebuilding, public administration, law, public health, nutrition, international relations, business administration or other related disciplines. Advanced degree in one of the mentioned disciplines is an asset.
Minimum 7 years professional experience in peacebuilding, humanitarian and development programming and implementation at the field level
Previous experience in peacebuilding, mainstreaming conflict sensitivity and emergency preparedness and response. Experience in Darfur will be an added advantage
Solid knowledge of peacebuilding theory and practice; and of the latest developments and principles of humanitarian action and international humanitarian law
Fluency in writing, reading and speaking English and Arabic
Strong negotiating, communication and advocacy skills
Computer skills, including various office applications
Ability to work and live in difficult environment
