Projet : CONSULTANCY SERVICES FOR CARRYING OUT SENSITIZATION OF HIV/AIDS, STI, TB MITIGATION AND GENDER ISSUES FOR UPGRADING OF KABINGO– KASULU - MANYOVU (260.6 KM) ROAD TO BITUMEN STANDARD, TENDER NO. AE/001/2018-19/HQ/C/68
The overall objective of the assignment is to empower communities in the area of influence
in the project in harnessing the economic benefits that come with the project (Annex "A") while safeguarding them from any health related risks including HIV/AIDS, STI, TB and mitigating against any gender equity and inequality risks. The specific objectives of the assignment are to:
(i) To undertake baseline studies and data collection on HIV/AIDS, STI, TB and Gender aspects (pre-project situational analysis);
(ii) To Identify capacity gap through undertaking project beneficiaries' capacity need assessment so as to determine existing gaps;
(iii) To Design gender sensitive empowerment plan for training, awareness raising campaign;
(iv) To develop a Comprehensive Monitoring and Evaluation framework/Plan for efficiency and effective data collection, analysis , reporting and informing and recording on HIV/AIDS/STI and TB;
(v) Conduct Capacity building training as per need assessment for project sustainability e.g. peer educators and local communities including women at large;
(vi) To develop a monitoring and evaluation instrument (i.e indicators) for monitoring and evaluation on HIV/AIDS, STIs and TB situation;
(vii) Implement an HIV/AIDS, STI and TB awareness and prevention programmes for construction workers, communities along the road project and truck drivers; and
(viii) To develop information, knowledge and dissemination plan for smooth skills and knowledge transfer for sense of ownership, sustainability, future use in the project areas and replication to other areas in with similar situation need other institutions in similar situations.
QUALIFICATION
The Health Officer shall be a holder of a first degree in Public Health or related field. A postgraduate qualification in Public Health is an added advantage.
He/She must have a minimum of ten (10) years of cumulative experience related to health care particularly HIV/AIDS related interventions.
He/She must have participated in at least three (3) community-based programmes/projects in the last ten (10) years.
He/She must have at least three (3) years working experience in Tanzania. Fluency in both written and spoken English and Swahili is mandatory.
