Niger is a landlocked Sahelian country of 20.7 million people, most of whom live in rural areas (84%). The population is young, with 52% of Nigeriens being under 15, and nearly half of the population is poor (45.1%), despite reductions in the poverty rate over the past decade. The country, which ranked second to last on the 2016 Human Development Index, sees its development constrained by several factors: climatic conditions that hinder rural development, vulnerability due to the absence of economic diversification, high population growth, gender equality issues, low levels of literacy and education, and the size and landlocked nature of the country, which obstruct the provision of essential goods and services to the population.
In 2017, Niger continued to face a multifaceted humanitarian crisis that included not only conflict and displacement but also food insecurity and malnutrition, floods, and epidemic outbreaks.
Providing professional expertise and assistance for timely, innovative and quality Humanitarian Programme Monitoring, develop of IM tools for sections, sub-national offices, implementing partners and projects, NGOs and government; provide technical IM support to emergency focal points in all sections and to UNICEFâ€™s led clusters and represent UNICEF in the Information Management Working Group of the Inter Cluster.
This will involve
Consolidate a comprehensive multisectoral humanitarian result framework based on HRP and UNICEF HAC indicators, targets and budgets
Coordinate collection and consolidation of multisectoral humanitarian data and analysis in order to produce, monthly SITREPS, infographics and maps for management, sections and zonal offices
Develop and manage multisectoral and coordinated humanitarian databases
Support the development and implementation of innovative approaches for Humanitarian Performance Monitoring (HPM)
Support the harmonization of IM and HPM tools, and strengthen IM/HPM capacity at the field level (Unicef and partners)
Proactively participate in the Inter-cluster Information Management Working Group
Support needs assessments and recommendations of field visits and emergency actions through the development and follow up of specific tools
Collaborate with emergency focal points and zonal offices for the development of humanitarian monitoring tools, and the launch of new platforms, such as RapidPro
Set up and maintain a catalogue of relevant humanitarian documents and multisectoral datasets
Provide technical support to for the information management of the Rapid Response Mechanism Programme

To qualify as an advocate for every child you will have ...
University degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research ;
Professional work experience in programme development and implementation including information management and monitoring and evaluation activities ;
Two years of experience in humanitarian monitoring tools development ;
Relevant professional work experience in developing country ;
Exposure to emergency programming, including preparedness planning ;
Active involvement in a humanitarian crisis response programme preferred ;
Fluency in French and English.
