SUMMARY OF POSITION
CowaterSogema is excited to announce the opening of the position of Team Leader (Local Authority Capacity Building Specialist) for an upcoming EU-funded project to improve service delivery in communities in selected districts by fostering decentralization, and supporting and empowering local authorities and CSOs. The project will also support relevant institutions at the central level of government on building inclusive and participative reform processes.
Reporting to the Project Director at CowaterSogema’s HQ in Ottawa, Canada, the Team Leader will be based full time in Sierra Leone, overseeing the management of the team and all aspects of the day-to-day planning and direction of the project in the field.
JOB REQUIREMENTS
Education:
Undergraduate degree or higher qualification in public administration, finance, political science, business management, development studies or any other related field; and
Additional project/financial management designations would be considered an asset.
Minimum Experience:
At least 10 years’ experience leading multi-disciplinary teams on large international development projects;
At least 5 years’ experience developing, managing and overseeing large and complex Economic Governance technical assistance, institutional capacity building and organizational operational programmes, especially in West Africa;
Experience developing training interventions for capacity building/institutional strengthening programmes;
Experience delivering technical assistance and capacity building to local government entities;
In-depth experience of team building and team leadership; and
Experience working on EDF funded development programmes would be considered a strong advantage.
Essential Skills:
Fluency in English and outstanding verbal and written communication skills, particularly within a diverse cultural context;
Excellent leadership, resource management and mentoring skills to work with and train dispersed multidisciplinary and multicultural cross-functional teams;
Excellent skills in developing alliances and working in partnerships with the private sector, government, local/international NGOs, and donors/development partners;
Ability to provide technical inputs and advice in the conduct of capacity building needs assessment of local authorities;
Technical expertise for strengthening civil society organizations (CSOs) and improving their accountability; and
Knowledge of a diverse set of training methods and strategies, including implementation of training programs.
