For every child, a champion 
Chad is facing an emergency situation which results from overlapping crisis including food insecurity and malnutrition, displacement and epidemics. As consequence, 4.4 million people (of which 2.5 million children) are in need of humanitarian assistance. Between 2016 and 2017, the nutritional situation deteriorated  with 13.9 per cent of children under 5 years suffering from global acute malnutrition, (11.9 per cent in 2016) ; and 3.9 per cent of children under 5 suffering from severe acute malnutrition (2.6% in 2016). Global Acute malnutrition (GAM) rate exceeds the emergency threshold of 15% in 12 out of 23 regions in Chad) and Severe Acute Malnutrition (SAM) rates are above 2% (WHO threshold) in 15 out of the 23 regions (SMART, 2017) and more than 200,0002 SAM children need to be treated in therapeutic centers in 2018. Based on the latest Integrated Food Security Phase Classification published in March 2018, 990,000 people living in 18 departments (of which 564,000 children) will be under «crisis phase» during the period June-August 2018 and will need food assistance as well as nutritional support
Chad is engaged into a pluriannual Humanitarian Response Plan (2017-2019) from which programmatic approaches for the reduction of vulnerabilities in a sustainable manner are proposed by the Humanitarian community.  In 2018, $544 million are requested by the humanitarian community to assist 1.9 million (1.08 million children) out of the 4.4 million people in need of humanitarian assistance (2.5 million children). The Humanitarian community is engaged into integrated programming strategy such as the WASH in Nut which was adopted by the government in 2017.
In order to ensure timely and effective nutrition response Nutrition Cluster full time support is requested.

On behalf of the IASC Humanitarian Coordinator and UNICEF (under the administrative supervision of Emergency Programme Specialist, the technical  guidance of the  Nutrition Manager, and the general guidance of the Chief Field Operations and Emergency ) and in collaboration with Nutrition Department of Ministry of Health, the Nutrition Cluster Coordinator will facilitate and ensure that the capacity of international, national NGOs and local institutions is strengthened to respond and coordinate the emergency interventions with special regard to actions towards populations coming from the RCA and displaced from the Lac Region.

How can you make a difference?

Key Expected Results
The Cluster Coordinator will ensure the achievement of the results below
1. Maintain and expand partnership among partners
Carry out mapping of all current and potential actors - government, national and international humanitarian and development organizations as well as national institutions, and advocate to donors, NGOs, government and other stakeholder on the nutrition programme needs and services.
Ensure the full participation and robust representation of current nutrition cluster/sector partners
Identify additional key partners for the Nutrition Cluster/sector response, respecting their respective mandates and program priorities (for both nutrition sensitive and specific interventions)

2. Establishment and maintenance of appropriate humanitarian coordination mechanisms
Ensure appropriate coordination between all Nutrition partners including national and international NGOs, the Red Cross/Red Crescent Movement, UN active in the sector as well as national authorities and local structures;
Secure commitments from cluster/sector participants in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities within the cluster, with clearly defined focal points for specific issues where necessary;
Ensure full integration of the IACS's agreed priority cross-cutting issues, namely human rights, HIV/AIDS, age, gender and environment, utilization participatory and community-based approaches. In line with this, promote gender equality by ensuring that the needs, contributions and capacities of women and girls as well as men and boys are addressed;
Promote emergency and lifesaving response actions while at the same time considering the need for early recovery planning as well as prevention and risk reduction; and resilience building concerns;
Ensure effective links with other clusters/sectors (with OCHA support), especially Health & Nutrition, WASH, Agriculture and Livelihoods and Education;
Act as focal point for inquiries on the Nutrition Cluster's response plans and operations.

3. Planning and strategy development:
Ensure predictable actions within the cluster/sector taking into account: a) Needs assessment and analysis; b) review, development and maintenance of standard assessment formats for use within the sector; c) Identification of gaps;
Developing/updating agreed response strategies and action plans for the Nutrition Cluster/sector and ensuring that these are adequately reflected in the overall country strategies, such as the Humanitarian needs Overview and Humanitarian Response Plan
Developing an exit, or transition, strategy for the cluster/establishing effective sector coordination strategy.

4. Monitoring and reporting:
Specifically needs to include an analytical interpretation of best available information in order to benchmark progress of the emergency response over time. That is - monitoring indicators (quantity, quality, coverage, continuity and cost) of service delivery which are derived from working towards meeting standards.
Ensure regular reporting against the Nutrition Cluster/sector indicators of service delivery (quantity, quality, coverage, continuity and cost) supports analysis of the Nutrition Cluster in closing gaps and measuring impact of interventions.

5. Application of standards:
Ensure that Nutrition Cluster/sector participants are aware of relevant policy guidelines, technical standards and relevant commitments that the Government/concerned authorities have undertaken under international human rights law;
Ensure that the Nutrition Cluster/sector responses are in line with existing policy guidance, technical standards, and relevant Government human rights legal obligations.

To qualify as an advocate for every child you will have…
Advanced university degree in Health, in Human Nutrition preferably with corresponding degree in Public Health, Food Security, Medicine or other related field.
A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.

Work Experience:
A minimum of 5 years’ progressive experience with either the UN and/or NGO
Recent experience in Nutrition in Emergency programmes including, but not limited to Malnutrition, Micronutrients, Supplementation, and SMART survey methodology.
Experience working with government agencies, local authorities, international organizations, NGOs and communities in the field of Nutrition in emergency context
Field work experience.

Language Proficiency:
 Fluency in French and English required. Knowledge of the local working language of the duty station is an asset.
