The Technical Assistance (TA) window of the Green Mobility Facility for Africa (GMFA) supports the development and scaling of green mobility markets by addressing key non-financial barriers to private sector investment. TA activities focus on creating the conditions necessary for sustainable, commercially viable deployment of low-carbon transport solutions across African cities.
In particular, the GMFA TA window supports:
• The formulation, review, and strengthening of policies, regulations, and standards that enable the development and adoption of green mobility solutions.
• The governments in integrating green mobility into national transport strategies, climate policies (NDCs), and urban mobility plans.
• The clarification of institutional roles and responsibilities among public authorities involved in green mobility.
• Addressing regulatory barriers related to tariffs, licensing, concessions, subsidies, and incentives for green mobility technologies.
• The design, assessment, and optimization of business and revenue models for different green mobility technologies (e.g. electric buses, rail, non-motorized transport, charging infrastructure).
• The preparation of bankable projects, including feasibility studies, financial models, risk allocation frameworks, and transaction structuring.
• The public and private stakeholders in accessing finance by improving project documentation, investment readiness, and alignment with lender requirements.
• The delivering of targeted capacity-building programs for public authorities, financial institutions, and private operators on technical, financial, and regulatory aspects of green mobility.
• The market awareness and demand creation through workshops, training sessions, knowledge products, and dissemination activities.
• The facilitation of peer learning and exchange of best practices across countries and regions
• The coordination of mechanisms among key stakeholders, including governments, financiers, operators, manufacturers, and development partners.
• The creation of public–private partnerships and multi-stakeholder platforms to support coherent implementation of green mobility initiatives.
• The promotion alignment and coordination with other AfDB programs, donor initiatives, and regional platforms to avoid duplication and maximize impact.
• Country- and regional-level dialogue to enable scaling and replication of successful green mobility solutions
• The integration of environmental, social, and climate resilience considerations into all Technical Window activities.
• The assessment of climate mitigation and adaptation impacts, including GHG emissions reduction and resilience benefits.
• The promotion of inclusion, affordability, and social impact considerations in green mobility project design
• The monitoring of TA outputs and outcomes in line with the GMFA results framework.
• To capture lessons learned, best practices, and case studies from GMFA-supported activities.
• The knowledge dissemination and communication to facilitate replication and scaling across countries and regions
