Working under the direct supervision of the Division Manager, Transport and Logistics, the consultant will:
• To Act as the Bank's principal expert on Aviation & Air Transport infrastructure and services, with a specific emphasis on policy, project development, Public Private Partnerships (PPPs), financing, and regulation.
• To Strengthen and maintain the Bank's understanding of the aviation sector and its role in the development of the continent.
• To Provide strategic industry insights and technical support to the Infrastructure and Urban Development Department (PICU) at key stages in the project cycle of aviation-related projects.
• To Advise and provide guidance on policy, institutional, and regulatory reforms, as well as future investments in the sector by the Bank and its regional member countries.
• To Lead or assist in the identification, preparation, appraisal, and implementation supervision of aviation projects and programs.
• Devise, maintain, and revise the Bank's business plan for the development of aviation infrastructure and services, in consultation with internal stakeholders and considering long-term trends in Transport & Logistics and the development of the continent.
• Ensure the appropriate implementation of the business plan by communicating with and advising all relevant stakeholders within the Bank, particularly operational functions, and by defining a monitoring framework.
• Identify and develop any necessary policies to underpin the business plan.
• Consult as necessary with external partners and Regional and non-Regional Member Countries on the form and efficacy of the business plan.
• Manage a team to develop and maintain the Bank's expertise on Aviation Transport infrastructure and Services to support the development goals of the Bank and the continent.
• Devise the Bank's contribution to key Aviation Transport infrastructure and Services development themes and represent the Bank at global, regional, and national conferences and workshops.
• Coordinate and work alongside key partners, such as other Multilateral Development Banks (MDBs) and the World Economic Forum, to design aviation-based programs and solutions for the economic and social infrastructure development of Africa.
• Publish policy briefs, Economic and Sector Works (ESWs), studies, and reports on Aviation Transport infrastructure and Services for development, taking into account the comparative advantage that the Bank can bring to a specific subject or theme.
• Convene associated workshops and media events to solidify the learning across Africa.
• Develop and maintain, in collaboration with partners, a detailed database of statistics, publications, and economic models related to Aviation Transport and Services, and the state of aviation infrastructure in Africa.
• Identify appropriate Aviation Transport infrastructure and Services training for internal and external stakeholders.
• Act as a focal point for providing advice to Regional Member Countries on Aviation infrastructure and Services issues and lead policy dialogue with governments to advance policy, regulatory, and institutional reforms in the aviation sector.
• Lead the development of Technical Assistance programs to provide cutting-edge advice on aviation infrastructure development, private sector participation, aviation restructuring, concessions, or privatization and to foster public and private partnerships.
• Lead the origination and financial structuring of aviation infrastructure and PPP projects in regional member countries in collaboration with and with the support of operations staff based in the regions and ensuring the optimum use of all the Bank's financing instruments, including cutting-edge advice on investments like Sustainable Aviation Fuels (SAF).
• Advise and support operational staff based in the regions on aviation projects implementation and ensure appropriate coordination of actions in supporting clients during the project procurement.
