ROLE PURPOSE:
Save the Children International (SCI) is the leading member of the South Sudan Cash Consortium implementing harmonised Multi-Purpose Cash Assistance (MPCA) and voucher programming across multiple states under ECHO and other donor funding. SCI delivers cash assistance in designated geographic areas under the consortium framework. The Project Manager will lead SCI’s implementation across assigned locations, ensuring high-quality delivery, compliance, and budget oversight.

Role Dimensions:
The Project Manager is responsible for the overall management, coordination, and performance of SCI’s cash consortium grants across all implementation areas. The role ensures the timely and high-quality delivery of Multi-Purpose Cash Assistance (MPCA) in full compliance with consortium SOPs and donor requirements, while maintaining strong financial oversight and budget management. The position provides effective leadership to SCI project teams, ensures close coordination with the Consortium Management Unit (CMU), SCI teams (MEAL, Partnerships, Community Mobilisation, and Operations) and external stakeholders (consortium partners, technical working groups, government departments, INGOs, UN agencies, and WFP).
Lead planning and implementation of SCI’s cash consortium activities across all assigned locations
Develop detailed workplans aligned with consortium timelines and donor milestones
Ensure targeting, registration, verification, and distributions follow consortium SOPs
Oversee multiple distribution cycles and ensure operational readiness
Ensure effective use of MIS (Red Rose, CommCare. Etc.) and data quality compliance
Monitor performance against targets and take corrective action as needed
2. Grant & Budget Management
Manage internal SCI’s consortium grant budget(s) and ensure alignment with approved proposals
Develop and monitor detailed budget forecasts
Track expenditure and burn rates across implementation areas
Ensure expenditures remain eligible and compliant with donor rules
Identify budget variances and propose reallocation or modifications
Work closely with Finance to ensure timely financial reporting
Ensure value-for-money principles are applied in implementation
3. Team Leadership & Capacity Strengthening
Line manage and supervise project staff across locations
Build staff capacity in cash programming and compliance
Conduct regular performance management and mentoring
Ensure staff adherence to safeguarding and accountability standards
Promote a culture of integrity and compliance
4. Coordination & Representation
Represent SCI in field-level coordination forums
Liaise with consortium CMU on progress, risks, and performance
Coordinate with local authorities and humanitarian actors
Ensure alignment with other cash and food assistance actors to minimise overlap
5. Compliance, Risk & Accountability
Ensure compliance with consortium targeting and verification guidelines
Maintain documentation and audit readiness
Identify and escalate operational and fiduciary risks
Ensure strong safeguarding and protection mainstreaming
Ensure functional complaints and feedback mechanisms across implementation areas
Monitor trends in community feedback and ensure corrective actions
6. Monitoring & Reporting
Prepare regular internal and donor-required updates
Contribute to consortium narrative reporting
Ensure accurate data submission to CMU and MEAL teams
Provide real-time updates on operational challenges and risk exposure

QUALIFICATIONS
Degree in International Development, Business Administration, Economics, or related field
EXPERIENCE AND SKILLS
Essential
Minimum of 5 years’ experience in humanitarian programming within the Food Security, Livelihoods, or Cash and Voucher Assistance sectors.
Proven experience in implementing integrated MPCA interventions in emergency and recovery contexts.
Strong understanding of project cycle management, including participatory planning, implementation, and results-based monitoring.
Demonstrated ability to manage teams, budgets, and multi-stakeholder coordination.
Strong interpersonal and communication skills, with experience in culturally diverse environments.
Excellent report writing, analytical, and organizational skills.
Fluency in written and spoken English; proficiency in local languages is an asset.
Computer literacy (MS Office, data collection tools, etc.).
Desirable
Experience in community-based microfinance, value chain development, and market systems programming.
Experience working with consortia or multi-partner projects.
