The Agriculture and Agro-Industry Department (AHAI) is implementing the Feed Africa Strategy and supporting GAFSP-funded operations across Regional Member Countries. However, certain projects, notably the Mauritania GAFSP – PATAM, are experiencing significant implementation delays, with disbursement at 3.4% eighteen months after effectiveness. There is therefore an urgent need for hands-on implementation support to accelerate delivery, strengthen procurement processing, improve monitoring and evaluation, and enhance overall portfolio performance. The Consultant will also support the Regional Livestock Project and preparatory work for the upcoming GAFSP Call for Proposals expected around June.
The required services are intended to address implementation bottlenecks, low disbursement rates, procurement delays, and weak results tracking in selected agriculture operations. The Consultant will provide embedded operational support to Task Managers and Project Implementation Units, undertake substantive drafting and review of procurement dossiers, and strengthen implementation tracking systems to improve execution efficiency.
This assignment directly supports AHAI’s 2026 work programme by accelerating project implementation, improving portfolio ratings, strengthening fiduciary compliance, and ensuring operational readiness for new GAFSP operations. It is critical to restoring implementation momentum in underperforming projects and meeting departmental delivery targets.
Key stakeholders include the Director, AHAI; the Lead Partnership and Coordination; relevant Task Managers and Regional Managers; Project Implementation Units, particularly PATAM; procurement and financial management teams; the GAFSP Coordination Unit; and relevant government implementing agencies.
