Under the GAFSP Additional Financing for the Building Resilience for Food and Nutrition Security (BRFNS) Project in Ghana, a previous individual consultant (October 2024–December 2025) provided intensive technical and operational support, resulting in a major turnaround in project performance.
Key achievements from the previous consultancy include:
Validation of 99 irrigation sites (69 community, 30 school sites) through a structured, evidence-based process;
Completion of 81 boreholes, with 50% achieving yields suitable for solar-powered irrigation systems;
Facilitation of an MoU between the PMU and GIDA, enabling preparation of irrigation designs, BoQs, and water storage structures;
Finalization and Bank clearance of bidding documents for civil works, solar pumps, irrigation kits, and fencing;
Optimization of scope and costs, prioritizing 45 sites for full or partial infrastructure;
Restoration of implementation momentum, increasing disbursements to US$ 5.22 million (26.25%) and contractual commitments to US$ 5.35 million, bringing combined disbursements and commitments to approximately 53% of total project cost.
Despite this progress, the Project is now entering its most critical phase: physical construction, installation, testing, commissioning, and beneficiary onboarding. These activities must be completed within a compressed timeframe to ensure:
Infrastructure is operational for at least one full production cycle;
Results can be measured through outcome assessments; and
The PCR can credibly document project impacts.
Without dedicated, hands-on technical support at this stage, there is a high risk of implementation slippage, contractor underperformance, safeguard non-compliance, and delayed disbursements.
