CHILD SAFEGUARDING: 

Level 3:  The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

In Egypt, Save the Children International has been working to ensure that children’s rights are respected, protected and promoted since 1982. We carry out both long-term development work and, more recently emergency humanitarian work.
 
This project is part of Save the Children Egypt’s Gaza Response portfolio, aiming to provide comprehensive Mental Health and Psychosocial Support (MHPSS) services for displaced Palestinians in Egypt, including medical evacuees and their accompanying family members.
The project seeks to enhance the well-being and resilience of affected individuals through a multi-layered approach that combines community-based psychosocial support, specialized counselling, and referral to advanced mental health care when needed, while also linking with Cash and Voucher Assistance (CVA) interventions to alleviate financial stress among the most vulnerable families.

ROLE PURPOSE:

The Senior MHPSS / Child Protection Officer will provide senior-level technical and programmatic oversight for Mental Health and Psychosocial Support (MHPSS) and Child Protection interventions within the project, with a strong focus on integration with Case Management services.
The role will ensure high-quality planning, coordination, and monitoring of MHPSS and CP activities implemented directly by Save the Children and through partners. The post holder will support technical quality, partner coordination, financial oversight of the MHPSS/CP components, and effective alignment with Case Management pathways.
This is a cross-functional role and is not limited to MHPSS implementation only.

KEY AREAS OF ACCOUNTABILITY

1. Project Implementation

Lead and provide senior-level oversight for the planning and implementation of MHPSS activities and CP under the Gaza Response project, ensuring quality, coherence, and alignment with SCI MHPSS and Child Protection standards.
·        Ensuring high quality and timely deliverables to fulfill our obligations to stakeholders at all levels; adhering to international standards and SOP

Provide technical supervision for the MHPSS component, while MHPSS Officers oversee day-to-day implementation and direct supervision of frontline teams.
Supervise the quality of MHPSS interventions implemented by partner organizations through review of workplans, technical tools, field visits, and structured feedback.
Provide advanced technical guidance and case consultation to MHPSS Officers on complex, high-risk, or sensitive cases, in coordination with Child Protection and Case Management teams.
Ensure effective integration of MHPSS programming with Child Protection and Case Management services, including clear referral pathways and coordinated follow-up.
Review, validate and consolidated the MHPSS & CP activity plans and contribute to adaptive planning based on emerging needs and field learning.
Ensure the project team receive regular supervision and promote positive work environment across the project team.
In coordination with the CP TA, support the adoption of steps to protect, SCI common approach.
Ensure proper data management and data protection of all the beneficiaries’ data.
Ensure Child Safeguarding, PSEA, and Code of Conduct standards are consistently applied across all MHPSS activities implemented directly or through partners.

2. Reporting and Documentation

Oversee, review and consolidate the MHPSS and CP reports submitted by the MHPSS Officer and CP Coordinator and partners, ensuring accuracy, quality, and analytical value.
Contribute analytical inputs to monthly, quarterly, and donor reports, highlighting progress, challenges, trends, and program adaptations.
Work closely with the MEAL team to review data, identify key findings, and integrate learning into program improvement.
Ensure proper documentation, confidentiality, and archiving of MHPSS and CP programme data in line

3. Budget Responsibilities:

Review budget forecasts, expenditure trends, and partner financial plans related to MHPSS and CP activities, and flag potential financial or implementation risks.
Support budget revisions and reallocations related to MHPSS and CP components, providing clear programmatic justification in coordination with the CM Coordinator, Project Manager, and Finance team.
 
4. Coordination and Collaboration

Coordinate closely with the MHPSS and CP Technical Advisors to ensure technical quality and consistency across interventions.
Facilitate active collaboration between the MHPSS, Case Management and Child Protection teams to ensure integrated service delivery.
Work closely with the Case Management Coordinator to strengthen coordination between MHPSS, CP, and Case Management services.
Represent the MHPSS and CP components in internal coordination meetings as assigned.

4. Emergency Preparedness and Response

Support the implementation of SCI emergency response plans, ensuring MHPSS, CP, and CM considerations are integrated into emergency actions.
Demonstrate flexibility to adapt priorities and responsibilities in response to emerging humanitarian needs.

QUALIFICATIONS

Bachelor's degree in psychology, sociology, development, political science, related studies, or relevant work experience.

EXPERIENCE AND SKILLS

·        Bachelor’s degree in psychology, Social Work, Child Protection, or a related field; a Master’s degree is an asset.
·        Minimum of 6–8 years of relevant experience in humanitarian or development contexts, with strong experience in Mental Health and Psychosocial Support and/or Child Protection programming.
·        Demonstrated experience in technical supervision and functional oversight of MHPSS and/or CP interventions, including support to officers and frontline teams.
·        Proven experience in working with Case Management systems, complex or high-risk cases, and referral pathways.
·        Experience in partner coordination, including technical review, quality monitoring, and follow-up of partner-implemented activities.
·        Experience in program-level reporting, budget oversight, and forecasting related to MHPSS and CP components.
·        Strong analytical, communication, reporting, and organizational skills.
·        Good facilitation, coaching, and capacity-building skills.
·        Fluency in Arabic and English (spoken and written).
·        Previous experience working with refugees, migrants, or other marginalized populations is required; experience working with Palestinians is a strong asset.
·        Strong commitment to Save the Children values, Child Safeguarding, and ethical programming.
