THE OPPORTUNITY

Plan International Ghana is looking for a dynamic, experienced and qualified professional to join our team as a Livelihoods, Skills, and Work Specialist. The role is based at the Country Office in Accra, with 40% travel to project communities. The successful candidate will be responsible for leading Plan International Ghana’s livelihoods and youth economic empowerment programming, focusing on job creation, skills development, entrepreneurship, value chain strengthening, and private sector engagement. The role will also drive initiatives in climate-smart agriculture, green jobs, and resilience building, ensuring that young people, particularly girls and young women, are equipped with the knowledge, skills, and opportunities to thrive in sustainable employment and self-employment.

MAIN ACCOUNTABILITIES

Lead the development and implementation of a country-level Livelihoods, Skills, and Work strategy aligned with Plan International’s global strategy and Ghana Country Strategy.
Provide technical expertise in youth employment, entrepreneurship, and enterprise development, supporting youth to access market-driven opportunities and financial services.
Build and manage partnerships with producer organizations, private sector actors, government institutions, NGOs, and research bodies in agriculture, agribusiness, agro-processing and other key growth sectors.
Lead value chain development interventions by coordinating farmer mobilization, training in best agronomic practices, post-harvest handling, and agribusiness curriculum delivery.
Promote and support the establishment, incubation, and sustainability of youth-led enterprises through training, mentoring, coaching, and access to financial services.
Develop and implement vocational training (TVET), apprenticeships and job placement models tailored to youth employment pathways.
Lead proposal development, program design, and fundraising initiatives in livelihoods, agriculture, and youth employment, in collaboration with the business development team.
Conduct policy analysis and advocacy on agriculture, youth employment, and skills development, drafting evidence-based position papers and representing Plan International Ghana in national and sectoral forums.
Lead market and feasibility studies, value chain analyses, and cost-benefit assessments to inform strategic programming.
Support knowledge management by documenting best practices, generating evidence, and contributing to research, monitoring, evaluation, and reporting.
Collaborate with internal technical specialists, government agencies, donors, and regional/global Plan International networks to advance the youth economic empowerment agenda.
Ensure all interventions mainstream safeguarding, gender equality, and inclusion, promoting youth leadership, resilience, and agency in decision-making.
Perform any other duties as may be assigned by the Head of Programs & Influencing to support the achievement of organizational goals.

THE INDIVIDUAL

Qualification and Experience

Master’s degree in Agricultural Economics, Agronomy, or a related field.
8–10 years’ experience designing and managing agricultural value chain, livelihoods, and youth employment programs.
At least 3 years’ experience managing livelihoods and agricultural projects, including integration of private sector and rural financial services, preferably within an NGO.
Proven experience in program design, implementation, monitoring and evaluation.
Experience in proposal development and fundraising in the livelihoods and economic empowerment sector.
Strong knowledge of Ghana’s youth employment, skills development, and TVET policy environment.
Skills

Expertise in market-based agriculture models, value chain development and rural financial services.
Strong knowledge of youth employment, entrepreneurship, and enterprise development.
Excellent communication, partnership building and interpersonal skills.
Strong planning, analytical and proposal writing skills.
Proficiency in Microsoft Office and data management tools (SPSS, STATA, Excel, etc.).
Strong report writing, presentation, and facilitation skills.
Ability to work in a team and under pressure, with a proactive and adaptable mindset.
