ORGANIZATIONAL CONTEXT
Mozambique, with an estimated population of 31 million people, is classified as a low-income, food-deficit country, ranked 180 out of 188 countries on the Human Development Index. Mozambique is one of the most disaster-prone countries in the world; while the southern and central regions regularly experience droughts, floods occur every two to three years along the major river basins and in poorly drained urban settlements. The regularity of these events perpetuates a cycle of vulnerability and emphasizes the need for adequate disaster preparedness, prevention, and management. Two decades ago, Mozambique was one of the most impoverished and capacity-constrained countries in the world. Over the past decade, Mozambique has ranked amongst the top ten fastest-growing economies in the world, however strong and steady economic growth has not been translated into a proportionate reduction of poverty.

JOB PURPOSE
To perform a range of HR tasks to support accurate implementation of WFP policies and procedures and facilitate the effective functioning of a client focused and strategy-oriented HR services.

KEY ACCOUNTABILITIES (not all-inclusive)
1. Provide assistance on general HR queries and follow-up actions, to ensure consistent and high-quality HR services are delivered to clients.
2. Provide guidance and on-the-job training to other staff, to support their development and increased knowledge of HR systems and procedures required to perform their duties.
3. Manage allocated recruitment actions to ensure consistent high quality and timely implementation of approved recruitment.
4. Effectively and timely communicate with applicants about the vacancy announcement throughout the selection process.
5. Provide administrative support in various HR activities in the areas of work allocated by the professional officer including onboarding of new staff members in compliance with relevant processes and procedures.
6. Maintain confidential personnel records, update online personal/recruitment files in SharePoint for all staff.
7. Support in the A to Z recruitment process, screening candidates (longlisting), drafting reports, and engaging with stakeholders.
8. Support employer-branding events like career fairs, employability trainings, social media content development, among others.
9. Use HR management systems for entering and updating a variety of HR data including reporting and monitoring various deadlines.
10. Perform other related tasks as required.

STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate/university degree in Human Resources, Psychology, Business Administration, or other related fields is a plus.

Experience: (5) Five or more years of progressively responsible work experience in the relative business stream with experience in general administrative work.

Knowledge & Skills:

Knowledge of general HR administrative work practices and methods, gained through relevant technical training and experience.
Good communication skills and basic understanding of HR principles and their application in order to respond to and resolve general HR queries.
Ability to develop and maintain relationships with a wide range of individuals in order to provide a high quality support service.
Ability to collate and compile relevant data from a variety of sources in order to produce periodic reports for supervisor(s).
Ability to monitor and record personnel files and documentation in an organised manner and in line with compliance standards.
Language: Fluency in both written and oral communication in Portuguese and English languages.
