UNDP Country Office in Guinea-Bissau is the lead partner providing support to the Government in the areas of justice, public administration, development planning and environment sectors, as well as in support to parliament. UNDP’s office in Guinea Bissau has also been playing a major role in the health sector, one of the most fragile in the world, ranking 183rd out of 195 countries in the 2021 Global Health Security Index.

UNDP’s office in Guinea Bissau has been managing the resources of the Global Fund as principal recipient (2004-2009 and 2013-present). This role has allowed UNDP and its national and international implementation partners to deliver large volumes of quality health services, strengthening the national response to HIV/AIDS, TB, and Malaria, but also contributing to the improvement of the national supply chain of medicines and medical products. Under COVID-19 emergency crisis, UNDP has taken a key role on the emergency response. Due to its expertise with Global Fund grants the UNDP was selected by the World Bank and the Global Fund as Procurement Agent.

In this context, there is an urgent need to create resilience among the population by activating the pillar of governance, social protection and equitable access to health care, reflected in the UN Development Framework and UNDP Country Programme Document 2022-2026.

Duties and Responsibilities

The Project Officer will undertake the following functions:
•   Provide technical support in programme activities within the Health & Social Protection Cluster.
•   Provide support to Project’s and UNDP Country Programme Document (CPD) 2022-2026 implementation.
•   Supervise and coordinate different teams to ensure delivery of programme outputs.
•   Strengthen Project monitoring and evaluation systems and mechanisms and ensure their effective application.
•   Mobilize resource, facilitate knowledge management, communicate internally and externally.
1.   Provide technical support in programme activities within Health & Social Protection Cluster
•   Conduct situation analysis, desk review of trends, undertake analysis in relevant areas including social determinants of health and social protection, to guide the development of public policies, legislations, and programmes; draft technical reports. 
•   Participate in the consultative process of elaboration and proposition of a revised integrated health and social protection management information system
•   Support the national social protection policy and strategy, as well as the single register development process with the agencies leading the joint SDG project.
•   Ensure timely preparation of technical correspondence, draft technical briefs, senior managers speeches, presentations, provide advice to the national authorities in preparation of technical reports, briefs and other documents as needed.
•   Prepare strategic documents such as concept notes, project documents, results framework and other relevant documents.

2.   Provide substantive support to Project’s implementation and UNDP CPD 2022-2026 implementation
•   Ensure that UNDP Social Protection guidelines are translated into implementation of national policies and programmes. 
•   Support the implementation of the on-going Health & SP Cluster programme, in line with UNDP CPD 2022-2026 and UNSCDF 2022-2026 for Guinea Bissau and advise on generating adequate evidence and intelligence to develop a road map for policy development.
•   Provide technical advice to the Ministry of Health, Ministry of Family and Social Solidarity, UNDP, INGOs and other partners and institutions to facilitate timely implementation of programmes and plans related to projects implementation.
•   Contribute to the  implementation of national health strategy and the national social protection strategy, policies, plans and monitor progress towards achievement of Universal Health Coverage (UHC) and Universal Social Protection (USP).
•   Establish and execute the project implementation plans in collaboration with the Health and Social Protection Cluster Project Manager and stakeholders, including setting objectives, performance measurements, standards and results expected to ensure timely and client-oriented services.

3.   Supervise and coordinate different teams to ensure delivery of programme outputs
•   In collaboration with programme team, ensure that necessary quality planning, budgeting and management activities occur to facilitate smooth and efficient program functioning.
•   Supervise the projects ensuring that the governance and quality standards are adhered to project duration.
•   Coordinate various stakeholders the health and social protection sectors for successful program implementation.

4.   Strengthen Project monitoring and evaluation systems and mechanisms and ensure their effective application 
•   Monitor and supervise the timely and cost-effective implementation of the projects according to the workplan and allocated resources. 
•   Provide support to the Cluster and keep programmatic and M&E updated in ERP systems QUANTUM, CARDS, and others with regular monitoring and quality check on Project Quantum data, Transparency dashboard etc as appropriate. 
•   Periodic review of projects, budget and grants, revisions and monitoring, and complete related reporting obligations, in accordance with UNDP policies, UN rules and regulations as well as relevant donors’ requirements.

5.   Mobilize resource, facilitate knowledge management, communicate internally and externally 
•   Proactively participate in resource mobilization activities by developing project proposals reflecting health and social protection priorities in the country.
•   Identify funding opportunities for ongoing and new projects, participate in emergency appeal, ensure the needed follow up in terms of funds raising, effort, timely implementation, monitoring, evaluation and donor reporting.
•   Identify needs for external technical support in coordination with UNDP and other stakeholders and ensure proper and timely handling and monitoring of consultants' briefing, agenda, facilitation of the missions, evaluation and follow-up on recommendations.
•   Ensure high standards in the provision of technical and advisory inputs.
•   Promote the substantive quality of all knowledge products, reports and services, and ensure effective integration.
•   In collaboration with the Health and Social Protection Cluster manager and Communication team, support the development of communications materials and briefings around the project implementation.

IV.   Institutional Arrangement
Under the guidance of the Deputy Resident Representative (Programme) and the direct supervision of the Head of the Health and Social Protection Cluster, the Project Officer will undertake the assigned functions and will supervise a team containing one International UNV and one Project Associate.

Required Skills and Experience
 
Education:
Advanced University degree (Master’s degree or equivalent) in development studies, education, social intervention, international relations, public administration, public health, or other relevant fields is required 
OR

•   A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:
 A minimum of 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) or of relevant experience in programme and project related to social intervention, social protection schemes, development programmes.
•   Minimum 2 years experiences in programme and project related to social intervention, social protection schemes as well as development projects/Programmes is required
•   Experience in designing Concept Note, Proposal and Report writing is required
•   Excellent computer skills (MS Word, Excel, PowerPoint, internet, e-mail) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems are required
•   Previous work experience with, UN, National or International development agencies, government institutions, and NGOs. 
•   Familiarity with the UN system and/or international development is desirable.
•   Experience in project management using Oracle, SAP, Vision, Quantum, or equivalent ERP platforms is desirable.
•   Experience in Monitoring and evaluation will be an asset.
•   Experience in West African countries is desirable
•   Fluency in spoken and written English language is required; .
•   Working Knowledge of French or Portuguese or Spanish is highly desirable
