Job Description
Background

II. Background and Organizational Context
The United Nations Development Programme (UNDP) is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP Algeria just signed its Country Programme Document (CPD) 2023-2027 to guide its interventions in the next five years in full alignment and directly to contribute to the United Nations Sustainable Development Cooperation Framework (UNSDCF, 2023–27). The CPD of UNDP in line with the Algerian Economic Recovery Plan , will support more "resilient, inclusive and solidary-based national economic development". More specifically, UNDP will support economic diversification (especially green and circular economy), the creation of sustainable employment and the improvement of financial inclusion through the promotion of a social and solidarity approach targeting particularly women and youth.

 

Building on previous initiatives that promoted the Social Solidarity Economy and youth employment, the UNDP in Algeria is implementing an initiative, in close collaboration with the Algerian government, which aims at improving integration and access to decent employment, particularly for young people and women, through the creation and development of businesses in the social solidarity economy (SSE). The SSE is a lever for socio-economic development, providing innovative responses to increasingly pressing environmental and social needs.

 

This position will be involved in the management of the project "L'Économie Sociale et Solidaire au service d'une inclusion économique durable des jeunes entrepreneures et entrepreneurs en Algérie", carried out in partnership with the Ministry of Labor, Employment and Social Security (MTESS), aims at fostering the employability of young people, particularly young women, and creating wealth through the creation of an ecosystem that is conductive to the development of the SSE. To achieve this, the project will comprise several main components, each acting at different levels of the SSE ecosystem and targeting the various players that compose it. 

 

The project's five main components are structured into two specific objectives and five outputs, as follows: 

 

Objective/Effect 1: The Social Solidarity Economy ecosystem is strengthened. 

To contribute to this effect, the following products are envisaged:

 

1.         Appropriate regulations and standards establishing the SSE ecosystem are prepared;   

2.         The capacities of SSE institutions at central and local level are strengthened;

3.         The capacities of SSE facilitating support structures are strengthened.

 

Objective/Effect 2: The creation and development of Social Solidarity Economy businesses are supported.

To contribute to this effect, the following products are envisaged:

 

1.         Projects for the creation and/or development of companies in the SSE, in particular by young people, are supported;

2.         SSE initiatives led by women are supported.

 

In the light of the above, the UNDP Office in Algiers is considering hiring a project manager to coordinate the management and implementation of the project in accordance with UNDP rules and standards.

III. Position Purpose
Under the overall guidance of the Resident Representative (RR) and the direct supervision of the Deputy Resident representative (DRR), the project manager will manage and coordinate the implementation of the project “L'Économie Sociale et Solidaire au service d'une inclusion économique durable des jeunes entrepreneures et entrepreneurs en Algérie” in close collaboration with the Ministry of Labor, Employment and Social Security. Following the main responsibilities of the incumbent:

 

Effective coordination of project activities and successful implementation of project strategies ;
Policy advice and technical guidance during project implementation ;
Ensuring effective project management by maintaining the delivery of appropriate technical, operational, financial, and administrative outputs, while tracking the project’s progress through monitoring, evaluation;
Lead knowledge and capacity building, knowledge sharing and advocacy.
 

The Project Manager will monitor and oversee the progress of project implementation in all aspects (operations and processes, including budget and financial management, work planning, procurement, recruitment, audit, monitoring, evaluation and reporting functions, as well as coordination with counterparts, partners and relevant stakeholders). Highest standards of integrity, discretion and commitment to UNDP principles are essential as well as ability to meet deadlines and maintain high-quality of outputs working under pressure.

 

IV. Key Duties and Accountabilities  
   
1.)        Effective coordination of project activities and successful implementation of project strategies  
Example of Duties:
Provide overall coordination and take management responsibility for successful implementation of the project’s activities in line with AWP;
Coordinate project activities to deliver intended outputs and achieve desirable impact of the project applying programming tools and policies in line with the UN Results Based Management Approach;
Provide regular feedback to the stakeholders about progress, risk, challenges and/or any other relevant matter; 
Contribute to identification and documentation of partnership opportunities with various stakeholders during implementation of the project activities;
Liaise with the local governments, relevant ministries and other relevant institutions to collect, analyze and disseminate information relevant to the Project;
Ensure close collaboration, interaction, experience sharing and synergies with other similar interventions/other UN agencies and donors with purpose to maximize the impact and the efficient use of resources;
Ensure that all project-related issues and risks are identified and reported in a timely manner and suggest corrective measures;
Provide direction and guidance to the consultants engaged and responsible parties where applicable;
Implement the communication plan in line with the visibility guidelines and donor requirements; 
Provide inputs for information exchange and lessons learned on CO level; 
Contribute towards creating opportunities for expansion of the Project scope and activities.
 

 
Policy advice and technical guidance during project implementation
   
Example of Duties:
Provide conceptual guidance and technical advice to the project team and projects counterparts;
Provide strategic leadership and steer the policy formulation processes within the projects in line with the project documents, observing the application of EU standards in these processes and ensuring sustainable and lasting changes;
Guide the design and delivery of the technical assistance to local goverments mainstreaming   the transparent funding of institutions pertaining to the ESS with other relevant UNDP implemented interventions as well as promote their application beyond of UNDP scope of work ; 
Identify and synthetize best practices and lessons learnt directly linked to projects goals;
Ensure strategic synergies and coordination with other relevant interventions; 
Advise on issues of further projects’ development, proposal writing, project documents writing and resource mobilization as well as on strategic development.
 

Ensuring effective project management by maintaining the delivery of appropriate technical, operational, financial, and administrative outputs, while tracking the project’s progress through monitoring, evaluation:
   
Example of Duties:
Manage the implementation of the project activities in line with UNDP Programme and Operations Policies and Procedures (POPP) based on annual Work Plan, including cost effective financial management and budget execution;
Ensure the timely and quality delivery of planned project activities;
Develop comprehensive/detailed project work-plans that include all project activities and roles and responsibilities of the stakeholders and set-out corresponding milestones;
Plan and coordinate implementation of project activities with counterparts, and monitoring project progress towards project results by maintaining a hands-on overall knowledge of, and personal involvement with, all project activities as per the Project’s Annual Work Plan (AWP), Quarterly Plans (if required) and Budget. This includes the establishment of an M&E framework and system, including the organization and conduct of regular field monitoring missions to target areas/sites;
Prepare Annual Work Plans and adhering to physical and financial progress; timely submission of QPR [Quarterly Progress Reports] and APR [Annual Progress Reports];
Organize/convene Project Steering Committee (PSC), prepare and present timely and accurate project status reports to the PSC;
Monitor project progress towards project results by maintaining a hands-on overall knowledge of, and personal involvement with, all project activities;
Monitor financial resources and accounting to ensure accuracy and reliability of financial reports, including budget revisions if required;
Ensure that the Project Management module in UNDP’s ERP system (Quantum) is updated on a quarterly basis;
 
4) Lead knowledge and capacity building, knowledge sharing, and advocacy  
 
Identify capacity building needs and opportunities. Ensure appropriate training and other relevant capacity building activities are organized and implemented in a consultative manner, involving technical experts and stakeholders. 
Proactively identify and pursue opportunities for the documentation and communication of best practices, programme results, and lessons learned under the project.
 

Actively participate in and make substantive contributions to external networks and communities of practice to promote advocacy for UNDP’s work and opportunities for collaboration in addressing development trends. 
Support establishment of knowledge platforms and innovative mechanisms for capturing and disseminating knowledge from the project; and ensure development of knowledge resources and products to share with project partners and to support UNDP’s engagement in this area.
 
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the project.  
Supervisory/Managerial Responsibilities: yes, the project manager will supervise a team of 2/3 people

Education  
Advanced university degree (Master's or equivalent) in international development, international affairs, economics, social sciences, public administration or other relevant field.

 
Experience, Knowledge, and Skills

At least 7 years of relevant experience in either public sector (national or multilateral, including UN), private (academia, non-governmental sector, corporate), with increasing level of responsibility. 
At least 4 years of professional experience in the entrepreneurship and/or the social and solidarity economy. 
Demonstrated experience in the formulation, implementation and monitoring of development cooperation projects related to job creation, entrepreneurship, cooperatives and/or wider SSE development.
Demonstrated managerial and leadership experience; demonstrated experience in programming, partnership development and resource mobilization; excellent coordination, negotiation and communication skills, as well as ability to mobilize support from a wide range of partners (public, private, civil society and academia). 
Experience working with UNDP Programme and Operations Policies and Procedures (project management), including experience with Quantum (resource management system) would be advantage;
Experience in working with government and other national institutions and counterparts, UN agencies, UNDP Experience, international NGOs and other relevant stakeholders in a complex environment
Demonstrated work experience in North Africa, Arab States is an asset
Excellent computer skills, particularly with Microsoft Office (Word, Excel, Outlook and PowerPoint);
Strong analytical, reporting and writing skills
Language Requirements

Fluency in English and French is required
