Project description
The Mousanada for Libya programme will meet – on a demand-driven and flexible basis – requests for support generated from EU policy dialogue with Libyan public institutions that focus on Libya's democratic transition. The Mousanada programme will provide technical assistance fort he identification of best practices, capacity building and support to policy development and implementation; additional activities may include support to EU-Libya policy dialogues as well as analyses and surveys in a number of governance-related areas. Finally, Mousanada will include a component to strengthen monitoring, assessment and evaluation of performance and impact of EU-financed bilateral and thematic activities which are to be implemented in Libya.
Qualifications
Qualifications and skills
Preferably a Masters’ degree in the field of political/social sciences, development studies, public administration or equivalent. Alternatively, a university degree in any of the afore-mentioned fields combined with a minimum of 8 years of relevant professional experience;
Excellent planning, organisational and interpersonal skills;
Excellent oral and written communication skills, including the ability to prepare reports and conduct presentations;
Ability to perform under pressure and with tight deadlines;
Fluency in English; working knowledge of Arabic would be a strong asset;
General professional experience
Preferably 10 years of professional experience in public administration and/or development cooperation around public administration reform and/or democratic governance; 5 years of proven relevant working experience is required as a minimum
Minimum of 2 years of experience of working as a team leader and/or senior management position, preferably in multi-cultural teams;
Specific professional experience
Proven previous working experience in management of EU-funded programmes;
Proven previous working experience of working with (senior) government officials at national and international levels;
Proven previous working experience in countries of the MENA and/or SAHEL region is a strong asset;
Proven previous working experience in post-conflict and/or post-crisis countries is a strong asset;
Proven previous working experience with democratic governance and/or public administration reform programmes;
Strong affinity with principles of Rights-Based Approach, ‘Leave no one behind’ and sustainable development goals;
Proven abilities and technical skills in monitoring and evaluation; preferably third-party monitoring practices and/or Results-Oriented Monitoring procedures;
Strong affinity with principles of transparency and accountability.
