Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the World’s largest volunteer-based humanitarian network. The Federation is a membership organization established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is” to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The Danish Red Cross through the its Dakar cluster office for West & Central Africa and its country coordinators, implements developing programs with partner national societies. The Dakar finance department of the Danish Red Cross supports the program implementation by assisting the country delegates and the national societies in all matters with regard to the partnership finances. In order to better tackle the challenges in the region and improve the quality of the support provided to the countries, the DRC regional office has decided to reinforce the finance department by recruiting a Senior Officer Migration Finance who will be part of the Africa Regional Finance Support Team.
Job Purpose
The Migration Finance Officer will be responsible for ensuring high quality financial reporting and monitoring of the regional migration project in the countries where the project operates. The MF0 supports the Country Finance Officers (CFO) in ensuring effective and timely financial management of the migration programme and assists the Deputy Head of Region in ensuring effective and timely financial management of the sub-regional office.
The MFO has a functional reporting line to the Africa Regional Finance Manager (RFM), based in Addis Ababa, for all functional finance matters (Standard Operating Procedures, templates, systems etc.) and a delivery / output reporting line to the Deputy Head of Africa region for all delivery (output) matters (i.e., financial reports, budgets, advice to local DRC management, priority of tasks, etc.). The MFO position in Danish Red Cross (DRC) is integrated in the Sub-regional Office in Dakar and forms part of the DRC Africa region.
Job Duties and Responsibilities
Financial management of the Regional Migration Program
Proactively support the Country Finance Officers in preparing quality program budgets and timely submit financial reports to the DRC Sub-Regional Office in accordance with DRC and donor specific guidelines.
Provide support to the preparation and revision of program budgets.
Control and monitor the expenditures of the program and informing of deviations in budget
Undertake quality control of cash requests and quarterly financial statements submitted by CFOs.
Support on the yearly financial and performance audits in the DRC sub-regional office and support CFO’s in the country, including tender process for local auditors.
Provide input to the financial overviews and program portfolio and follow up on grants allocated to the DRC.
Identify capacity development needs and assist the DRC Country Team in building the financial management capacity of the National Society.
Undertake field visits to provide support and financial management capacity development to the DRC Country Team and assist delegates on financial issues.
Support the Regional Migration Coordinator and the RFM by providing inputs to various financial overviews (data analysis, forecasts, funding needs, reporting, consolidate financial report, etc.) upon request.
Financial support to the Sub-regional Office
Maintain an appropriate and efficient financial filing system according to DRC guidelines.
Plan and organize annual audits in coordination with the RFM and DHoR.
Coordinate the annual plans of action to address audit findings following the external audit reports
Provide input to financial overviews to DHoR and RFM.
Prepare the quarterly Consolidated Financial Program Reports.
Monitor the Sub-regional Office budget through a monthly or quarterly budget monitoring/reporting process.
Assist in development of standard accounting tools
Ensure that Sub-regional office staff apply DRC administrative procedures and policies.
General support
Serve as surge capacity resource in finance upon request.
Ensure compliance with DRC financial management and administration procedures (SOPs).
Stay well-informed of relevant Government rules and regulations relating to financial management, including audit
Provide suggestions and inputs to the continuous development of the financial administration procedures, routines, and processes at regional and DRC level, e.g. by suggesting revisions the SOPs.
Participate in relevant internal meetings, development forums, workshops, trainings, etc. on the request of the DHoR.
Contribute to efficient communication and coordination between DRC Head Quarters, the Regional Office, Country Offices on financial matters.
Education
Professional/academic qualification in finance or accounting (Master degree, audit or relevant field)
Experience
Relevant experience of minimum 5 years in finance management and programming in an international NGO’s.
Experience in preparing budgets, cash flow statements and financial plans.
Experience in preparing narrative and financial reports.
Desirable
Experience from the Red Cross/Red Crescent Movement.

Skills in training and developing staff.
Knowledge, skills and languages
Full proficiency in Microsoft Office and advanced proficiency in Excel is a prerequisite.
