STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Economics, International Development, Social Sciences or other related field, or First University degree with additional years of
related work experience and/or training/courses.
At least 5 years of postgraduate progressively responsible professional experience (both in the field and Headquarters) in nutrition, public health management, development projects, emergency assistance, and/or operational aspects of national, bilateral or multilateral food security and nutrition assistance;
Language: International Professional: Fluency (level C) in French language and English
ORGANIZATIONAL CONTEXT
An upsurge of armed clashes that erupted in August 2017 between the Congolese security forces - Forces Armées de la Républic Démocratique du Congo (FARDC) and local militia groups in towns of Pweto, Manono, Mitwaba (Haut Katanga Province) lead to an exodus of refugees into neighboring countries including Zambia. Most people, including women and children who have fled into northern Zambia, have come through the Chiengi border. Those refugee and asylum seekers are currently settled in a temporary transit site in Nchelenge district. The displacement has significantly affected the fleeing populations’ ability to engage in any meaningful livelihoods. Further it has also affected the health and nutrition condition of the fleeing asylum seekers as access to basic services has extremely been hampered.
WFP launched a response emergency operation (IR-EMOP) in the northern part of Zambia (Luapula Pronvince), to address urgent food security and nutrition needs of refugees who are hosted at Kenani Transit Center, but currently being moved to Mantapala Refugee Settlement; both located in Nchelenge District.

JOB PURPOSE
The Programme Policy Officer- (Refugees) will support WFP’s emergency response to the Refugees from DRC, Under the direct supervision of the Emergency response officer/focal point.
KEY ACCOUNTABILITIES (not all-inclusive)
1.Supervise and manage all activities at Nchengele and Kawambwa Refugees Transit/Settlement Centres.
2.Liaise with local authorities, NGOs, UN agencies and ensure effective coordination of activities including coordination and monitoring of food distributions to refugees.
3.Carry out regular stock-taking, report on stock status and ensure stock replenishment.
4.Coordinate WFP support to refugees in Nchelenge Transit Centre and Kawambwa Settlement and ensure a smooth flow of communication and information between WFP team in Nchelenge and the Country Office.
5.Prepare and execute regular monitoring plans and report on monitoring findings.
6.Establish relationships with appropriate government authorities at provincial and District level to monitor the appropriateness of emergency response intervention.
7.Assess in collaboration with UNHCR and government counterparts’ food security needs and report on the progress of IR-EMOP implementation and programme results.
8.Provide daily and weekly updates on refugee in-flows, weekly food distribution reports and other food security related situation reports.
9.In liaison with the logistics officer, supervise warehouse operations and ensured commodity and warehouses management practices are in line with WFP logistics guidelines.
10.Collaborate with government, UN (UNHCR) and other partners in providing food assistance to refugees and host communities as per WFP Emergency Operation. Provide support and technical expertise for the planning, formulation and implementation of food assistance programmes, including advice on the context-specific transfer modalities (food, cash or vouchers).

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
•Has developed, or supported in the development of, multi-discipline work plans to support the achievement of WFP strategic aims within a defined area
•Has gained experience in field operations, preferably in a hardship duty station or emergency situation.
•Has field experience via field rotations or working in a sub-office, and through field postings.
•Gained experience of analysing political situations, assessing risk accurately and supporting managers and leaders in decision making that is sensitive to this.
•Gained broader exposure across areas within a function (i.e. policy, programme etc.)
•Participated in a vendor/government/ partner negotiation in support of broad function or Country Office requirements.
•Participated in a moderately complex emergency operation/ development programme.
•Has experience with security co-ordination and compound management within a mid-size area
