PURPOSE OF THE NOTICE:
The purpose of this call for expressions of interest is to pre-select consulting firms or groups of consulting firms with the capacity "to develop proposals for the integration of policies in partnership with the private sector and the implementation of harmonized policies and laws to combat pollution in the Niger Basin".
FINANCING:
Funding will be provided by the United Nations Development Programme (UNDP).
BACKGROUND AND RATIONALE:
The Niger Basin Authority (NBA) is one of the oldest sub-regional basin organizations involved in water, environment, and integrated development and management. The Organization brings together the nine (9) States of West and Central Africa: Benin, Burkina Faso, Cameroon, Chad, Côte d'Ivoire, Guinea, Mali, Niger, and Nigeria. The hydrologically active part of the basin covers nearly 1,500,000 km² with a development potential of the basin little exploited until now.
The NB-ITTAS project works on a large scale, strengthening the sustainability and driving change in 11 countries: 9 countries in the Niger Basin, namely Guinea, Mali, and Niger, and 2 other countries including Algeria and Mauritania. It aims to improve knowledge-based resource management, governance, and conservation in the Niger Basin and aquifer systems in the Iullemeden-Taoudéni/Tanezrouft region to support integrated water resources management (IWRM) in beneficiary communities and ecosystem resilience.
The NB-ITTAS project has four components and subsequent outcomes to achieve
Component 3: " Capacity Building for Environmental/Social Responsibility of Industries.", through its Outcome 3.2: "Industrial competitiveness and environmental/social responsibility for the reduction of wastewater discharges enhanced by legal and policy frameworks" is expected to provide a harmonized framework on wastewater policy and laws. The control of discharges and pollution in NBA countries will be established on the basis of the "polluter pays" principle, which is also an objective for the basin states and is enshrined in Article 9 of the Niger Basin Water Charter.
The overall objective of the study is to:
The main objective of this mission is to develop proposals for policy integration in partnership with the private sector and the implementation of harmonized policies and laws to combat pollution in the Niger Basin.
More specifically, the objectives are to:
•Strategies for the design, implementation, and monitoring of harmonized regulations to reduce industrial pollution in the Niger Basin in NBA countries are defined;
•Proposals to be submitted to NBA on how the implementation of good practices by the private sector (pollution load reduction) can be supported by policy changes;
•Provide guidelines and recommendations to the NBA for adoption by the Council of Ministers;
•Provide support to national institutions to develop harmonization strategies to integrate regionally agreed guidelines in NBA countries;
•Provide technical support to national institutions responsible for developing water pollution policies and laws in the implementation of harmonized policies and laws;
•Develop and present the monitoring and evaluation program for both "Implementation Rates" by NBA countries and the impact on water quality to be adopted by NBA
Timing and duration of the mission
The effective duration of the mission is 7 weeks and will be spread over a period depending on the programming of activities and without the duration of technical support to be provided to national institutions responsible for developing water pollution policies and laws in the implementation of this mission. The duration of all training sessions may not exceed ten (10) days.
PARTICIPATION AND APPLICATION FILE
The Regional Coordinator of the NB-ITTAS project invites national and international consultants, consulting firms, or groups of design offices to apply to provide the services described above.
More specifically, Consultants/Bidders must:
1.Provide a presentation file of the office or group of offices, including any other documents proving its legal existence. The Design Office must have at least ten (10) years of general experience. In the case of a grouping, the highest age among the members is taken into account. Less than ten (10) years away, the office will not be qualified for the mission.
2.Provide a joint act of grouping signed by the two offices specifying the lead agency (act certified by a competent public authority);
3.Provide a list of similar studies carried out over the past five (05) years accompanied by certificates of service done and cover and contract signature pages. An office that has less than 02 similar missions will not be qualified for the mission. Offices will be ranked according to the number of similar missions completed and justified.
4.Provide a list of key experts capable of carrying out the mission (CV to be provided). CVs will be accompanied by diplomas and certificates.
The eligibility criteria, shortlisting, and selection procedure will be in accordance with NBA's "Rules and Procedures for the Use of Consultants".
