PURPOSE OF THE NOTICE
The purpose of this call for expressions of interest is the pre-selection of design offices or groups of consulting firms with the capacity to “reorganize the structural and functional framework of the NBA IP implementation mechanism for the performance, development and efficient implementation of dedicated monitoring and evaluation tools of the Niger Basin Sustainable Development Action Plan (SDAP) and the corresponding investment plan (IP, 2008 - 2027)".
FINANCING
Funding will be provided by UNDP (United Nations Development Programme).
BACKGROUND AND RATIONALE
The Niger River Basin covers a large part of West and Central Africa and is home to more than 130 million inhabitants in the nine (9) riparian countries of Benin, Burkina Faso, Cameroon, Côte d'Ivoire, Guinea, Mali, Niger, Nigeria, and Chad.
The Summit of Heads of State and Government approved in July 2007 the Sustainable Development Action Plan (SDAP) for the Niger Basin and the corresponding investment plan (IP, 2008 - 2027).
Following the integration of the actions of the Strategic Action Plan (PAS) to the SDAP and the PI, the revised versions of these two documents have become the reference documents for the management and sustainable development of water resources in the Niger Basin until 2027.
Have ABN, OSS, UNIDO and UNESCO also received a grant from the Global Environment Facility (GEF) through UNDP and UNEP for the implementation of the NB-ITTAS project: "Improving the management, governance and conservation of knowledge-based resources of the Niger Basin and aquifer systems of the Iullemeden-Taoudéni/Tanezrouft region, to support Integrated Water Resources Management (IWRM) for the benefit of communities and ecosystem resilience."
Four main results are expected from the NB-ITTAS Project and correspond to the four (4) components of the NB-ITTAS Project.
Component 4: "Capacity building and stakeholder involvement in ecosystem-based management of the Niger River", through its Output 4.1.4: "Formalization of support at the national level for the implementation of the investment plan, development and implementation of monitoring tools" should help reorganize the functional structural framework of the IP.
The Investment Program and priority projects are the culmination of the Shared Vision process and build on the foundation of the PADD. Actions are defined and will enable political decision-makers in the Niger Basin Member States to combine their efforts to meet the multiple development challenges of the basin.
The results achieved need to be reviewed by key stakeholders, including NBA countries and actors involved in the IP implementation and monitoring and evaluation mechanism. It is important to revisit the implementation mechanism of the IP, the planning, the implementation of actions and their monitoring and evaluation so that the results converge better towards the shared vision of the Niger Basin.
The overall objective of the study is to:
Reorganize the structural and functional framework of the NBA IP implementation mechanism for the performance, development and efficient implementation of the dedicated monitoring and evaluation tools of the Niger Basin Sustainable Development Action Plan (SDAP) and the corresponding investment plan (IP, 2008 - 2027).
The specific objectives of the study are to:
•Make a structural and functional diagnosis of the IP implementation mechanism and the analysis of the results achieved followed by proposals for improvement for effective and efficient implementation of the IP;
•Review the SDAP monitoring and evaluation system and its IP to propose a uniform and integrated system;
•Design a capacity-building program for the main actors involved in the monitoring and evaluation of the SDAP and its IP;
• Develop a training document and train the main actors identified in the performance-based approach and RBM.
RUNTIME
The actual duration of the consultant's performance for the study is eight (8) weeks and will extend over a period according to the programming of activities in the work plan and without the duration of training sessions in the performance-based approach and RBM. The duration of all training sessions may not exceed seven (07) days, i.e., five (05) days of theoretical training and two (02) days of practical training.
PARTICIPATION AND APPLICATION FILE
The Regional Coordinator of the NB-ITTAS project invites national and international consultants (design offices or groups of consultancies) to apply to provide the services described above. The consulting firms concerned must produce information on their capacity and experience demonstrating that they are qualified for the services (documentation, reference of similar services, experience in comparable missions, availability of qualified personnel, CV of key personnel, etc.) accompanied by a letter of expression of interest. Consultants can form an association to increase their chances of qualification.
More specifically, Consultants/Bidders must:
1.Provide a presentation file of the office or group of offices, including any other documents proving its legal existence. The Design Office must have at least 05 years of general experience. In the case of a grouping, the highest age among the members is taken into account. At less than 05 years old, the office will not be qualified for the mission.
2.Provide a joint act of grouping signed by the two offices specifying the lead agency (act certified by a competent public authority);
3.Provide a list of similar studies carried out over the past five (05) years accompanied by certificates of service done and cover and contract signature pages. An office that has less than 02 similar missions will not be qualified for the mission. Offices will be ranked according to the number of similar missions completed and justified.
4.Provide a list of key experts capable of carrying out the assignment (CV to be provided). CVs will be accompanied by diplomas and certificates.
The eligibility criteria, shortlisting and selection procedure will be in accordance with NBA's "Rules and Procedures for the Use of Consultants".
