Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

  • Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.

  • Tier 1: Other UNDP/UNCDF/UNV staff holding permanent (PA) and fixed-term (FTA) appointments

  • Tier 2: UNDP/UNCDF/UNV staff holding temporary appointments (TA), personnel on regular PSA contracts, and Expert and Specialist UN Volunteers

  • Tier 3 (or no tier indicated): All other contract types from UNDP/UNCDF/UNV and other agencies, and other external candidates

Background

UNDP provides integrated programmatic, policy and financing solutions to realize the Sustainable Development Goals (SDGs). In this context, UNDP has created a Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

The Bureau for Policy and Programme Support (BPPS) and the Crisis Bureau (CB) are the two anchor Bureaux of the GPN.

Within this framework, the newly established Governance, Rule of Law, and Peacebuilding (GRP) Hub—a joint endeavour with BPPS—provides leadership and advisory services to enhance UNDP’s impact on governance and peacebuilding. It ensures the integration of democratic governance and human rights into crisis response and recovery.

The Hub aims to:

  • Build an integrated portfolio between CB and BPPS

  • Establish partnerships with stakeholders including the UN System, IFIs, civil society, and the private sector

Local Action and SDGs

Through Local Action, the GRP Hub contributes to peace and development by delivering integrated solutions that improve lives at the community level.

The Local Action Unit:

  • Works closely with local and regional governments

  • Recognizes them as key development actors

  • Promotes innovation and public service delivery

Local and regional governments are responsible for over 65% of SDG targets, especially in:

  • Water and sanitation

  • Mobility

  • Climate action

  • Health

  • Education

Since 2015, local governments have:

  • Actively promoted the SDGs

  • Integrated Agenda 2030 into territorial planning

  • Used SDGs as a framework for innovative public service

SDG Local Action Project

UNDP is an implementing partner of the Mayors Challenge, a global initiative to rethink essential city services.

Within this context, the SDG Local Action project seeks to recruit a Project Manager to support the CONTRAConnect project in Benin City, Nigeria, a winner of the 2025 Mayors Challenge.

About CONTRAConnect

CONTRAConnect is a digital platform that:

  • Facilitates access to free contraceptives and women’s health services

  • Uses mobile kiosks, health facilities, and digital tools

Key features:

  • Target: 250,000 women in two years

  • Mobile app for community mobilizers

  • Access via WhatsApp and web portal

  • Real-time tracking of beneficiaries’ needs

  • Recruitment of 2,000 community ambassadors

Role of the Project Manager

The Project Manager will:

  • Oversee daily operations

  • Coordinate between stakeholders

  • Manage timelines and budget

  • Ensure quality delivery

  • Act as liaison between UNDP, the city, and partners

Duties and Responsibilities

A. Project Implementation Leadership

  • Lead strategic planning and execution of the project

  • Ensure alignment with city priorities and sustainability goals

  • Develop procurement strategies and supervise processes

  • Oversee service providers and evaluate performance

  • Manage contracts and ensure timely delivery

  • Coordinate project teams and build local capacity

  • Develop sustainability and exit strategies

  • Prepare budget revisions

B. Monitoring and Results Communication

  • Oversee monitoring framework and project indicators

  • Communicate results aligned with SDGs

  • Approve operational reports

  • Coordinate with UNDP communication teams

  • Ensure stakeholder engagement and transparency

C. Knowledge Sharing

  • Participate in global webinars

  • Produce knowledge and policy materials

  • Share best practices with other cities

  • Contribute to global SDG implementation discussions
