Duties and Responsibilities
Background and Objective

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the United Nations General Assembly to promote socially and environmentally sustainable cities, with the goal of providing adequate shelter for all. UN-Habitat is the lead agency within the United Nations for the implementation of the New Urban Agenda. UN-Habitat helps Member States and development partners transform cities into safer, more resilient and healthier places with greater opportunities. It works with organizations at all levels, including all spheres of government, civil society and the private sector.

The UN-Habitat Regional Office for Africa is working with the Government of Guinea to implement the SANITA program (Urban Development and Sanitation Program in Guinea) funded by the European Union Delegation. The SANITA program jointly has two specific outcomes (SO), namely:

(i) strengthen urban governance at the local and national levels, which is being done with technical support from UN-Habitat (component 1) and (ii) improve access to basic sanitation services for urban populations in the neighborhoods of Conakry and Kindia with support from the Belgian Development Agency Enabel (component 2).

Component 1 has been approved for a period of 3 years and is placed under the supervision of the Ministry in charge of Urban and Regional Planning. The activities are carried out in collaboration with Enabel and with the participation of national and local public or private institutions including community or civil society organizations. The expected results of the SANITA Sustainable Cities component are the following:

¿ Result 1 (R1): Institutional capacities for the implementation and monitoring of framework documents are strengthened;
¿ Result 2 (R2): A national urban policy defining the strategic orientations, roles and responsibilities of the different actors is developed and validated;
¿ Result 3 (R3): The implementation of the 1991 National Land Use Plan (SNAT) is evaluated and new strategic orientations (white paper) are defined and validated;
¿ Result 4 (R4): Urban planning documents for the capital city, with appropriate action plans that take into account climate change aspects, are developed and validated in a participatory manner;
¿ Result 5 (R5): Priority pilot projects are developed and implemented through the creation or strengthening of inclusive consultation spaces and multi-stakeholder dialogue.

The position to be filled is: Consultant for pilot project design and costing. Based on the results of the participatory community planning of the 9 neighborhoods in Conakry, each consultant will be responsible for the design of the priority pilot projects (preliminary and detailed design) as well as the precise costing for their implementation of 3 neighborhoods.
This consultation is part of the achievement of the project's result 5 and aims to support the implementation of the activity "Facilitate the participation of youth, women and people with disabilities in pilot projects" in the nine selected neighborhoods. More specifically, it will involve:

a. Translate the identified pilot projects in quality technical drawings that will serve as a basis for their implementation
b. make the detailed costing for each project

The recruited consultant will work under the supervision of the SANITA Sustainable Cities Project's Chief Technical Advisor with a technical team composed of experts from the project. He/she will work in close collaboration with the Institut Supérieur d'Architecture et d'Urbanisme de Conakry and community organizations.

Qualifications/special skills
Skills: - Excellent command of Autocad and/or Revit and Photoshop, as well as Microsoft Excel and Word;
- Ability to prioritize activities and tasks and ensure timely delivery of outputs.
Academic Qualifications : Bachelor's Degree in architecture, civil engineering or urban planning is required.
Experience : 7 Years experience in designing and implementing community projects and small infrastructure is required
Language: Fluency in oral and written French is required
