Upon completion of the consultancy the partners from the government of Yemen will be able to conduct a hydrology / IWRM-related assessment / study as part of a climate change vulnerability assessment in the Tuban delta and to support planning.
Part Time - 5 months - (expected working days is 2 months)
Duties and Responsibilities
The United Nations Human Settlements Programme (UN-Habitat) is mandated by the United Nations General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.
UN-Habitat is implementing the Strategic Plan for the years 2020-2025. The Strategic Plan lays out a recalibrated vision and mission, and a sharpened focus. UN-Habitat proposes to serve Member States, sub-national and local governments, and other key urban actors in the pursuit of four mutually reinforcing and integrated domains of change:
1. Reduced poverty and spatial inequality in urban and rural communities;
2. Enhanced shared prosperity of cities and regions;
3. Strengthened climate action and improved urban environment; and
4. Effective urban crisis prevention and response
Following the adoption of the Strategic Plan, and specifically pursuing ‘strengthened climate change action and improved urban environment’ UN-Habitat Yemen Country Offcie developed a Green Climate Fund (GCF) readiness proposal for Yemen, which has recently been approved by the GCF. Besides that, UN-Habitat is developing an Adaptation Fund (AF) project proposal for Yemen.
Background UN-Habitat Yemen
UN-Habitat established presence in Yemen in 2018. Since then, UN-Habitat has supported the local authorities and people of Yemen to develop Rapid City and Neighborhood Profiling for 8 cities (Sana, Aden, Taiz, Sada’a, Ma’arib, Al-Huta, Marib and Zinzibar). The city profiling reflects on the context of Yemen that is suffering from protracted armed conflict since 2015. It includes an analysis on the damage assessment and effect of war on the political, social and economic conditions. The profiling feeds into the national and city recovery plan.
UN-Habitat Yemen is also focusing on helping the most vulnerable, most affected population in several cities to rehabilitate damaged housing and community infrastructure facilities and systems; starting with Al-Hudaydah and expanding to other most affected cities, with the aim to provide safe, adequate and dignified living conditions. Given the huge influx of IDPs to urban settings looking for safe heaven, they usually lose their Housing, Land and Property documentations, hence UN-Habitat and GLTN is working jointly with UNCHR, and UN Women to start an initiative to increase Access for Women to HLP rights.
As a member of Inter-Agency Standing Committee, UN-Habitat has been engaged in humanitarian response in Yemen, Iraq, Lebanon, Palestine, Sri Lanka, Pakistan, Somalia, Afghanistan, Sudan and many other countries. In Yemen, UN-Habitat is the chair of the Housing, Land and Property Rights (HLP) sub-cluster, under the Protection cluster. The overarching goal of the HLP sub-cluster is to facilitate a more predictable, accountable and effective HLP response in humanitarian emergencies. In line with the Principles of Partnership endorsed by the Global Humanitarian Platform, the HLP sub-cluster operates as an open and inclusive forum to benefit from the wide range of expertise within the HLP community of practice.
The consultant will be hired and work under the overall supervision of Head of Yemen Country Programme
Duties and responsibilities:
UN-Habitat is looking for an international water / IWRM expert responsible for conducting a hydrology / IWRM-related assessment / study, support capacity strengthening activities and to support the development of a concept note for the GCF and the AF.
The consultant would carry out the following main activities during the first months of the project:
• Guide the roll-out of a capacity strengthening / training package to enable sub-national authorities (Lahj and Aden governorates) and key actors in the water sector, including government and non-governmental actors, to conduct a hydrology / IWRM-related assessment / study as part of a climate change vulnerability assessment in the Tuban delta and to support adaptation planning
• Guide the development of a data collection system for the government and Aden and Lahj governorates
• Develop hydrology / IWRM assessment / study tools, methods and templates for the water sector in the Tuban delta
The consultant will be directly working with:
- Team leader
- National / local hydrology / IWRM expert
- International climate change expert
And coordinate with:
- National / local climate change vulnerability assessment expert
- National / local governance experts for Aden and Lahj
Advanced University degree in water science and management / hydrology or any related field is required. A first-level university degree with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
5 years of relevant work experience in the field of water science and management / hydrology (and/or related fields) and with experience in conducting hydrology / IWRM-related assessments / studies and planning is required. Work experience in the Middle East and with project design / proposal development to the GCF or AF would be an advantage. Experience with climate change vulnerability assessments will be desirable.
Fluency in both oral and written English is required. Arabic would be an advantage.
