These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or large Country Offices (COs) and report to the Division/Regional/Country Director or the designate. Job holders at this grade level are highly trained and experienced experts who are likely to manage substantive supply chain teams, lead on more specialist or far reaching initiatives or more complex WFP supply chain operations (i.e. complex supply chain operations are usually characterised by highly volatile security situations, complex procurement/service provision operations, a combination of multiple corridors, modes of delivery and/or multiple countries, and/or challenging access to beneficiaries due to conflict or lack of infrastructure). Job holders typically lead large and diverse teams to excel in individual specializations (i.e. Logistics operations, Procurement, Logistics Clusters, etc.) ensuring overall effective coordination and synergy. Staff at this level demonstrate substantive capacity for advanced research and innovation, with capacity to effectively communicate complex plans, goals and achieve integrated outputs. Job holders are required to partner extensively with internal and external stakeholders on substantial supply chain matters.
CAMEROON COUNTRY CONTEXT
Cameroon is a lower-middle-income country with a population of about 26.5 million people of diverse ethnic and two linguistic groups. Ranked 150th of 189 countries in the 2020 Human Development Index, chronic malnutrition for children under 5 years is 29.3% and poverty is concentrated in the Northern and Eastern regions, where 90 percent of people requiring humanitarian support reside.
The country continues to be affected by 3 major crises: the crisis in the Lake Chad basin impacting the Far North region; the consequences of the influx Central African refugees in the East, Adamawa and North regions; and the crisis in the North West and South West regions. As a result, the country hosts more than 443,000 refugees and more 1.4 million internally displaced people. More than 4.4 million people are in need of humanitarian assistance with 2.6 million being food insecure.
WFP currently operates in Cameroon, bringing lifesaving food / nutrition and resilience activities in 6 of the 10 regions in Cameroon. In 2020, WFP assistance reached more than 912,000 people across the country. A total of 46,729 mt of food was distributed in the process.
In 2020, 103,692 mt of food were dispatched from the Douala port with a majority being served through the Global Commodity Management Facility (GCMF) mechanism. Countries served through the Douala corridor in 2020 include Cameroon, Central African Republic, and Chad among others.
To lead field logistics operations or provide expert advice and support in HQ/RBs, partnering with the key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Participate in the formulation and implementation of corporate supply chain strategies, business models and solutions to meet operational requirements.
2. Align service or country strategy, policies and programmes to the global supply chain strategy and the WFP Strategic Plan, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
3. Analyse context of country or region hosting the port and lead the design and management of supply chain network, to proactively mitigate and/or address dynamic supply chain challenges, to ensure operational optimization.
4. Design, plan and manage implementation of innovative supply chain operations, initiatives, food systems and large-scale services to ensure timely, cost-effective, and integrated approach with core activities and services and in close cooperation with key supply chain stakeholders.
5. Supervise transport arrangements from the port and contracting of all associated services in accordance with established guidelines
6. Monitor and manage complex port/vessel operations, identify, and immediately address problems by recommending an appropriate course of action to be taken.
7. Adhere to WFP standard performance management guidelines and practices to contribute to achieving service objectives. To promote staff learning and development, design and implement learning initiatives for port staff and monitor impact of these activities.
8. Identify and regularly monitor contractual, operational and supply chain risks relevant to port activities and propose minimizing or mitigating actions.
9. Monitor the performance of WFP’s shipping and forwarding agents, stevedores, and other ancillary contractors at the port to ensure efficient operations and provide input in the annual performance review.
10. Build productive partnerships with supply chain colleagues in corridor countries using the port and staff widely in the organization and support partnership building with donors, humanitarian agencies, and other institutions to support efficient and effective port operations.
11. Foster productive partnerships with key stakeholders amongst government, international organisations, UN agencies and other national organizations agencies, NGOs, private sector and academia to share knowledge and resources and build capacity, resulting in coordinated and cost-effective supply chain operations.
12. Lead supply chain operations to ensure compliance with the established supply chain strategies, policies, procedures and controls, and assist in the implementation of corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.
13. Constantly review the performance of supply chain operations at the port to ensure that appropriate internal controls are well in place.
14. Coordinate management of service providers/vendors, port, and warehouse operations to promote safe, efficient planning and execution of WFP operations and safeguard WFP’s interest.
15. Manage accurate and timely reporting including provision of substantial analysis of supply chain activities and trends at the port to enable informed decision-making and consistency of information presented to a wide range of stakeholders.
16. Lead, motivate and develop a large team providing coaching, training and career guidance as required to ensure appropriate development and enable high performance.
17. Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.

STANDARD MINIMUM QUALIFICATIONS
Education : Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Shipping, Logistics, or other related fields, or First University degree with additional years of related work experience and/or training/courses.
Language : Fluency (level C) in English and French language is required in this role.
OTHER SPECIFIC JOB REQUIREMENTS
1. At least 08 years of relevant professional experience in Supply Chain operations.
2. Experience in managing supply chain operations in a complex setting, including coordination with internal and external stakeholders, and supporting emergency programmes.
3. Experience in emergencies.
4. Expertise in Logistics & Supply Chain Optimization.
5. Experience in shaping and implementing operational supply chain strategies.
6. Experience in operational and strategic supply chain planning.
7. Experience supervising teams of professional staff.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
1. Experience in port operations is an asset.
2. Warehousing experience.
3. Experience of Commodity Accounting Systems.
4. Experience in developing and managing/nurturing relationships and national capacity-building initiatives with UN agencies, NGOs, private sector and/or government organizations.
5. Experience in implementing/setting-up supply chain improvement and optimization initiatives to achieve cost efficiency, improved agility, reliability and quality.
6. Experience negotiating service arrangements with multiple third parties respecting WFP’s best interests.
7. Capability to provide technical expertise and support on capacity strengthening of national responders to the crisis in the country.
TERMS AND CONDITIONS
The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
