Governance Global Practice Context

Sound governance and effective institutions are essential for achieving shared prosperity and sustained reductions in poverty. A rapidly-growing body of analytic work demonstrates that there are clear linkages between good governance and the quality of health and education services, and that the poor often suffer disproportionately from lack of alternatives. Countries capable of improving governance can use their human and financial resources more efficiently with fewer losses and distortions. They can attract higher levels of foreign and domestic investment and, on average, grow more rapidly.

The Governance Global Practice - MENA (GGOMN) brings together professionals in financial management, taxation, public management, regulatory policy, transparency, digital governance, law and development, anticorruption, and social accountability to develop innovative, integrated solutions to pernicious institutional problems. It works closely with Procurement colleagues across a range of development challenges. The practice utilizes a problem-driven, diagnostic approach, combining global comparative knowledge of reform successes and failures with keen understanding of the institutional challenges and opportunities of developing countries. 

Regional and Country Context 

The MNC01 Country Department covers Algeria, Libya, Malta, Morocco and Tunisia.  The MNC01 Department includes a country office in Rabat (hub office), where the Country Director is based.  Morocco and Tunisia are the most active MNC01 clients at this time. MNCO1 is responsible for: (a) country strategic planning and business development; (b) partnerships (aid coordination, dialogue with development partners, organization of consultations/meetings; (c) country team; (d) work program monitoring; (e) portfolio oversight and troubleshooting; (f) budget planning and management, including trust fund administration; (g) maintaining country knowledge; (h) public information and external relations; and (i) senior management and Board briefings.  

Since 2011, Tunisia has made notable progress in achieving an important transition from autocracy to democracy.  It has made important progress in transitioning to a more developmental and inclusive mode of governance.  However, this transition remains precarious and requires further consolidation – governments have changed regularly and have struggled to undertake some of the pressing, fundamental reforms to improve governance and to achieve development goals.  The Tunisia Country Partnership Framework between the World Bank and the Governance of Tunisia (2016-2020) identifies governance as an important success factor in achieving the country’s development objectives. Development priorities in the CPF include: (1) boosting economic growth and job creation; (2) reducing regional disparities; and, (3) supporting the vulnerable segments of society and building citizen trust.   The Tunisia program currently comprises an active portfolio of about $2 billion and it includes 11 investment projects, one program for results, one Development Policy Loan, and 3 grants and a variety of analytical and advisory works.   

Position Overview

The MENA GOV GP is recruiting a Governance Specialist – Public Sector.  The Specialist will support the Bank’s governance practice program within Tunisia, with particular emphasis upon bringing a “problem-driven” approach to supporting public sector reform. Reform areas may include: (i) public administration; (ii) public financial management (PFM); (iii) public sector digitalization; (iv) measures to improve government openness/transparency, and; (v) public investment management (PIM).  Specific duties are outlined below.  This will include support to the preparation and implementation of a number of Bank instruments including lending, Technical Assistance (TA) and related Trust Fund Management such as the Tunisia Multi-Donor Trust Fund (Moussanada).  In addition, they will contribute to the unit’s broader analytical, advisory and lending agenda across the MNA region.

The Governance Specialist will participate in a broad cross-section of the operational, analytical and advisory activities of the unit.  The successful candidate will have a strong technical and analytic background and solid administrative skills.  He or she should be capable of working against tight deadlines to produce high-quality inputs and products for Bank clients.  The candidate should possess a strong general knowledge of public sector governance issues, with a focus on the five reform areas outlined above, as well as business development acumen. The Specialist should be able to actively integrate political economy considerations, organization and institutional analysis, and change management into their work. They will also have a demonstrated ability to work effectively with government counterparts as well be a solid team player and capable of working across sectors.  

Duties and Responsibilities

The candidate will report to the Practice Manager of Governance Unit in the MENA region for all technical and human resource-related matters.  She or he will work closely with other staff working on Tunisia. Depending on technical profile and development of the partnership between the World Bank and Tunisia, the selected candidate will contribute to a subset of the following tasks:
Support ongoing work on the modernization of the public administration and improved service delivery through the implementation and supervision of the GovTech loan and the implementation of strategic TA Programs in this area. These programs include: (i) Public Administration Reform TA; (ii) the Collaborative and Executive Leadership TA; (iii) the Open Government TA; and, (iv) the Delivery Unit TA. Support the high-level policy dialogue on whole-of-government and sectoral reforms through client dialogue, analytical inputs and operational preparatory work linked to the Development Policy Financing (DPF) budget support program.
Support and co-lead PFM and PIM tasks, reforms and dialogue. This may include supporting the implementation of the new Organic Law on the Budget, ongoing Public Investment Management TA,  and fiscal transparency. This includes working closely with and integrating the Procurement work in Tunisia.
Undertake and commission political economy analysis and provide operational support at the country level and in selected sectors/themes/operations through the Maghreb Governance and Political Economy Filter program.
Contribute to the work on sub-national governance. This may focus on a suite of work on decentralization and local governance through decentralization lending (“The Urban Development and Local Government” Operation), the TA work on local PFM and the TA work on local risk and resilience.
Provide technical advice on public sector and economic governance reforms to WBG sector teams in other Global Practices and client governments with a particular focus on institutional reforms, on strengthening the delivery of public services. Preparation of (and participation to) regular supervision missions, day-to-day supervision of technical consultants, reporting and monitoring and evaluation, often acting as the Bank ‘focal point’ for daily interactions with the clients.  Provide technical inputs to analytic work and advisory services, including conducting and/or supervising the preparation of analytical products (ASA) and other relevant technical reports to clients (e.g. analysis, findings, and policy recommendations), in close collaboration with the CMU,, relevant TTLs and sector experts within and outside the Bank. 

Selection Criteria

Master’s degree in international development, public policy and administration, economics, political science, or other related field.
At least 5 years of relevant professional experience or equivalent combination of education and experience, including supporting the management and implementation of substantive analytical and operational tasks on public sector, public financial management and economic governance reform. Experience working on Public Financial Management Reform, GovTech/E-Governance, and/or Open Data/Open Government is an asset.
Demonstrated experience in client dialogue and the design and delivery of technical assistance programs.
Demonstrated interest and expertise in GovTech, i.e. the use of digital technology for governance reforms.
Demonstrated operational experience in the Bank’s investment lending and results-based lending instruments. Ability to design, manage and deliver analytical work on public sector/economic governance reforms. Possesses a demonstrated track record of working with analytical tools and models to conduct analyses and produce user-friendly written outputs.
