About the role : This is a new, nine (9) month, unaccompanied position based in Mogadishu, Somalia The salary grade is 3 (€37,988 - €42,209).
Reporting to the Health & Nutrition Programme Coordinator, you will work closely with: Health & Nutrition Programme Manager (PM) and his team, HQ CMAM Surge and Nutrition Advisors, Ministry of Health and Consortium focal points, Programme Director (PD), Deputy PD-Programme Quality, Partnership Advisor.
Start date : 1st April 2021
Purpose : CMAM Surge is an innovative health systems strengthening approach which outlines a process and set of practical tools to help health facility and health district teams determine when seasonal acute malnutrition caseload surges are likely to occur, and to better prepare for and manage services during those periods of high demand or unforeseen shocks. Concern Worldwide initially developed the approach in 2012 and has since successfully introduced and supported implementation of CMAM Surge in more than six countries. Concern Worldwide intends to pilot the approach in Somalia and is seeking a technical specialist to lead development and management of the pilot, working within Concern’s broader Health & Nutrition (H&N) team and as a member of the Caafimaad Plus H&N Consortium.
The CMAM Surge Manager will be the technical focal point, and is responsible for effective and efficient management of the pilot project through a range of actions contributing to the design, planning, management, monitoring, learning and dissemination of pilot project activities. Key responsibilities include, in collaboration with H&N Programme Coordinator and Manager plus HQ Technical Advisors:
Review and adapt the design and activities of CMAM Surge, including adaptation of the existing CMAM Surge global guide and steps to the Somalia context;
Develop and carry out training of trainers (ToTs) and cascade the same to facility staffs;
Support setting up of coordination structures across partners at District level and National as appropriate to ensure health facilities receive the support they require if and when caseload thresholds are passed;
Build the capacity of Concern and partner staff through ongoing monitoring and supervision on the CMAM Surge approach and formulate a plan for setting up CMAM Surge in the 2 health facilities;
Lead development of a plan to document the process and learning, with criteria to determine if/how expansion to other health facilities is appropriate based on outcomes of this pilot.
Conduct learning review workshops and develop scale-up plans for Year 2.
Act as focal point for Concern’s engagement in CMAM Surge across the Caafimaad Plus consortium.
Responsibilities include :
Programme Management
Lead design, implementation and coordination of CMAM Surge pilot interventions.
Provide CMAM Surge approach technical support to Concern Somalia team and across the consortium, through ToTs, on-the-job training and supervision to ensure efficient implementation of the pilot.
Support the Health & Nutrition PC and PM in the development, review and regular update of detailed implementation plan, phased budget, procurement plan, M&E plan, and activity workplan, and collaborate with the project teams to monitor progress towards successful completion.
Support field teams on effective and quality programme implementation.
Ensure that the pilot project adheres to Concern, Consortium and donor standards and policies.
Work collaboratively within Concern’s H&N team, providing additional support to the broader portfolio per need and upon request of the line manager.
Support in any preparation of programme proposals for submission to donors for future funding, especially but not limited to CMAM Surge scale up and roll out.
Monitoring, Evaluation, Accountability and Learning
Develop an M&E plan for the pilot and monitor implementation against objectives outlined in the programme documents and against organisational and international standards.
Conduct and brief H&N Programme Coordinator on monthly analysis of status and performance of the CMAM Surge interventions
Conduct facility and site visits to monitor the delivery of quality interventions and build relationships at relevant levels.
Work closely with the national and global level working group on CMAM Surge to develop/update guidelines and share learnings.
Document learning on CMAM Surge development, implementation and monitoring and package into learning briefs in order to contribute to the knowledge base on how CMAM Surge operates in different contexts, as well as to support understanding, buy-in, visibility and scale-up of the CMAM Surge approach amongst Somalia stakeholders.
Reporting
Lead preparation of (and/or provide inputs to) high quality written reports for Concern and donors (ensuring compliance to donor requirements); produce other reports and publications as required.
Lead the clear and accessible documentation and sharing of project activities, achievements and challenges.
Representation and Coordination
Represent Concern and the Consortium through participation in national nutrition meetings, capacity working groups, consortium technical working groups, Scaling Up Nutrition (SUN) meetings, and other appropriate fora.
Proactively seek opportunities for coordination, learning and sharing with other Concern country programmes implementing CMAM Surge approach, especially as part of ECHO ERNE programme.
Attend Concern internal meetings and contribute to discussions as part of the broader country team.
Make occasional visits to Nairobi, Kenya for coordination and collaboration purposes.
Other :
Adhere to the standards of conduct outlined in Concern’s Code of Conduct and Associated Policies, and contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programmes and operations.
Be committed to providing a safe working environment, including through adherence to the Security Management Plan SoPs.
Participate and contribute towards Concern’s Emergency response as and when necessary.
Required Skills and Experience
Essential
BSc in Nutrition or related field (Masters in Public health or related field is an added advantage).
At least three (3) years’ experience in Maternal & Child Health and Nutrition programming.
Experience of nutrition and health system strengthening interventions, ideally with exposure to both development and emergency contexts.
Two (2) years’ experience working on CMAM Surge interventions.
Two (2) years’ experience working for an INGO or UN agency, with some managerial responsibility.
Proven success working in close partnership with a Ministry of Health.
Demonstrable interest in and understanding of the Somalia context as relevant to this role.
Proven facilitation and training skills, with commitment to participatory methods and approaches.
Fluency in speaking, writing and reading in the English language.
Excellent data analysis skills, with ability to lead design and roll out data collection tools (quantitative and qualitative).
Proven ability to distil information and present it clearly in writing and orally for a variety of audiences (technical and non-technical).
Skills in budget development and expenditure tracking.
Proficiency in the use of ICT software for writing, analysis, budget management and presentations.
Confidence to represent the organisation and consortium in internal and external fora as a technical specialist.
Working knowledge of Accountability principles and ability to promote them in practice.
Past experience and strong personal resilience for working in volatile and insecure environments.
Desirable
Prior working experience in Somalia will be a distinct advantage; otherwise in a comparable fragile context.
Previous experience working through a Consortium approach and directly engaging with peer agencies for programme implementation.
Previous employment or extensive collaboration and networking with governments, UN and NGOs.
Good understanding of cross cutting issues: protection, gender & equality, HIV and AIDS, DRR, conflict sensitivity etc. and how to integrate them into nutrition/public health programmes.
Somali language skills would be advantageous.
Previous experience working with Concern would be advantageous.
Desirable Skills, Aptitude & Personality Traits :
Willingness to spend periods based in Mogadishu, and to make visits to project sites and/or external meetings/workshops as and when necessarily and in line with Concern’s security protocols.
Ability to work collaboratively within a team and to engage appropriately at different levels both with NGOs and Government.
Commitment to collaboratively striving for solutions to challenges experienced by the most poor and vulnerable populations, including displaced and marginalised communities.
Must have a ‘hands on’ practical mentality, be self-driven and very motivated.
Must be well organised and have a very high attention to detail.
Ability to work and take initiative both independently and collaboratively as a member of a broader team
Cultural and political sensitivity.
Must be flexible and willing to adapt to a dynamic and occasionally volatile working context.
