STANDARD MINIMUM QUALIFICATIONS
Education : Completion of secondary school education. A post-secondary certificate in the related functional area is desirable
Language : Fluency in both oral and written communication in Portuguese and English

ORGANIZATIONAL CONTEXT
WFP will support the Ministry of Education and Human Development in the implementation of school feeding in response to the 2019 cyclone disasters under the Global Partnership for Education (GPE) for two school trimesters. The programme will provide on-site and take-home rations school feeding to over 200 schools in the Provinces of Cabo Delgado, Manica, Sofala and Zambezia.

JOB PURPOSE
Support programme management and implementation of activities in the four Provinces for the effective delivery of school feeding in response to the 2019 cyclone disasters.

KEY ACCOUNTABILITIES (not all-inclusive)
. Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.

2. Provide project management and/or general office support following established targets and WFP’s policies and procedures.

3. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making).

4. Perform accurate, timely recording of data within the specific technical area of work following corporate standards and guidelines.

5. Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.

6. Support communication and activities with local partners, agencies, NGOs and government institutions.

7. Act as a point of contact for resolution of general operational queries requesting assistance where necessary.

8. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

OTHER SPECIFIC JOB REQUIREMENTS
• Support programme partnerships:
 • Assist preparation of partnership agreements with Provincial and District government authorities (DPEDH, STJDE)
 • Ensure timely registration of partners in WFP systems
 • Revise partners’ regular reports and support reconciliation
 • Liaise with Partnerships, Finance and Field Offices to ensure timely transfers to partners
• Assist with programme procurement:
 • Support procurement of Food and Non-Food Items and follow up to ensure their timely distributions
 • Liaise with Logistics, Procurement, Finance and Field Offices to ensure the timely payment of suppliers
• Assist with coordination of Field Offices (FO) on programme implementation, including:
 • Planning of activities
 • Food delivery and distribution, school preparedness, and monitoring
 • Backstop of issues
 • Ensure adequate recording of data and preparation of reports and analysis
 • Support training for WFP staff and external partners
 • Support elaboration and distribution of programme communication materials
 • Any other tasks as needed

TERMS AND CONDITIONS
Type pf contract: Service Contract (SC5)

Duration : 11-months contract specific for the GPE project, with no expected extension.
