OBJECTIVE
The objective of the consultancy is to systematically support the strengthening of the primary health care system at the governorate level and empower individuals, families, and communities to optimize their health. The overall objective will be achieved through the following sub-objectives:

Develop capacity of primary health centres managers on leadership and management.
Build capacity to process and use data for local decision-making.
Improve capacity of health service providers at the PHC to deliver health and nutrition interventions.
Strengthen health workforce information systems and database for monitoring performance.
Improve supply chain at PHC.
Develop and implement mechanism for participation of communities in health planning and implementation
Develop / implement training programmes for community engagement and integrate into the national curricula on medical education.

METHODOLOGY
The field coordinators will be hired to ensure implementation of joint MoHP and UNICEF activities (Strengthening the Primary Health Care System; Enhance community mobilization and participation in health; Maintaining essential maternal and child health services during COVID-19 pandemic; Training of health professionals on nutrition; Roll-out of Baby-Friendly Hospital Initiative; and others) in priority governorates.

The consultant will ensure day-to-day implementation and monitoring in the field, through the following actions:

Leveraging partnerships with local civil society organizations and community and religious leaders for the improvement of health services;
Holding regular coordination meetings with MoHP staff at the governorate level;
Providing training to health managers / supervisors on evidence-based planning, monitoring, and the use of data in decision making;
Developing and delivering training for service providers on maternal and newborn health, young child feeding, and early childhood development;
Mobilizing community volunteers to reach families and disseminate health and nutrition messages; with ongoing facilitation of peer learning and the engagement of men, mothers-in-law, and religious leaders in health education activities; and
Using new technology and social media (including WhatsApp and Facebook) to engage with the population to disseminate health messages and to promote the adoption of health-related behaviors.
The process should be participatory, bringing together multiple stakeholders to share knowledge and insights.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE

 The following core activities should be conducted by the consultant:
Coaching and supportive supervision of managers and health service providers in primary health care facilities to deliver and monitor health and nutrition interventions.
Monitor distribution and end-user satisfaction with equipment procured by UNICEF to support maternal and child healthcare services.
Support the immunization campaigns.
Support roll-out of the IMCI training and establishment of Early Childhood Development corners in primary healthcare facilities.
Follow-up the rehabilitation of WASH facilities in primary health care centres.
Engage civil society organizations in health promotion and outreach activities.
Mobilize communities to participate in the design and delivery of nutrition services.
Activate Family Clubs as a venue for community-based activities.
Support establishment of social media platform and train health providers and educators on usage of social media to promote maternal and child health and nutrition.
Provide technical support to the health staff to ensure continuity of care in safe way to prevent spread of infection among health providers and beneficiaries.
Support information system to analyze and visualize data on maternal and child health and nutrition.
Generate evidence on nutrition including support to national systems to produce data on nutrition.
Scale-up micronutrient supplementation and food fortification programs.
Support implementation of national BFHI certification programme.

Note: the monthly fee should be proposed by the consultant.

The consultancy should start in end-August 2020 and finish in August 2021.

The deliverable of this consultancy that is linked with the payment is the monthly report. The monthly report should include the list of activities completed per month, main challenges and opportunities, and the analysis of the performance of the targeted primary health centres. The analysis should be based, but not limited to, on the following indicators:

Number of live births delivered in health facilities through UNICEF-supported programmes.
Number of primary health centres with improved quality of services (at least two performance indicators has improved).
Number of health service providers that have undergone skills enhancement programmes through UNICEF-supported programmes.
Number of families reached with health communication messages through UNICEF-supported programmes.
Number of Community Health Workers receiving support to maintain essential maternal, newborn and child health services since COVID-19 disruptions; disaggregated by type of support.
Number of health facilities that received UNICEF support to maintain essential maternal, newborn and child health services since COVID-19 disruptions; disaggregated by type of support.
Number of health centers equipped with WASH facilities as a result of UNICEF direct support.
Number of parents/caregivers of children under 5 receiving parenting support to improve care and development of their children with support of UNICEF.
Number of children and women receiving essential healthcare, including prenatal, delivery and postnatal care, essential newborn care, immunization, treatment of childhood illnesses and HIV care through UNICEF supported interventions.
Supporting Health System Strengthening in context of COVID-19; disaggregated by type of support.
Proportion of health facilities in targeted governorates having at least two service providers trained on breastfeeding promotion, and complementary and responsive feeding.
Number of primary caregivers of children aged 0-23 months who received IYCF counselling through facility, community outreach, social media and other communication channels.
The percentage of women attending the first antenatal care visit before 13 weeks of gestation.
The percentage of pregnant women completing four antenatal visits.
The percentage of women who started breast feeding within the first hour after delivery.
The percentage of women who continued breast feeding their children after one-year of age.
The average number of growth monitoring visits in the second year of child life.

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES
UNICEF Egypt is looking for consultants with strong expertise and good track record in implementing primary health care initiatives, and which is respectful to cultural diversities, community values, and is sensitive to gender issues, with zero tolerance to violence, child abuse and neglect and other harmful practices. The following expertise is required:

Medical background; with a minimum of a bachelor's degree in medicine / pharmacy / public health / nutrition or health related field. Postgraduate degree in Public Health or relevant degrees will be favored.
Previous experience (at least 5 years) in supporting primary health care systems and public health initiatives, with expertise in implementation of health and nutrition initiatives.
Track record of leadership, facilitation and coordination skills and commitment to delivering timely and high-quality evaluation reports.
An excellent understanding of data and monitoring principles
Fluent in Arabic and English

CONDITIONS OF WORK
Under the supervision of the managers (UNICEF) and in close collaboration with MoHP, the consultant is required to implement all the activities agreed and submit all deliverables on time and with quality. The managers are responsible for ensuring that the entire process adheres to the organizational quality and ethical standards. The managers ensure that the consultant has access to all necessary documents.

This assignment is a full-time field based consultancy requiring full presence in the field, in the assigned governorate. 5 positions are required to cover i) Assiut ii) Minya iii) Gharbia iv) Qalyubia (supporting greater Cairo) v) Alexandria (supporting select areas in Marsa Matrouh). Reporting to manager at UNICEF office can be done remotely, as per the schedule agreed with the supervisor. Travel to Cairo from the assigned governorate will be agreed upon with manager and compensated as per the agreed upon rate.

Monthly payments will be processed upon delivering and accepting monthly progress reports.
