Chemonics seeks technical specialists for the anticipated five year, $35 million USAID Social and Behavior Change for Transformation (SBC4T) project in Uganda. SBC4T aims to promote adoption of behaviors — by individuals, households, and communities — for improved health and development outcomes. We are looking for individuals who have a passion for helping people lead healthy lives around the world.

Senior compliance specialist

Qualifications: 
Master’s degree in business administration, public administration, or other relevant field
Certification from an internationally recognized compliance or auditing organization (e.g., Institute of Internal Auditors, International Standards Organization, American Society for Quality, and International Register of Certified Auditors) preferred
Minimum eight years of relevant professional experience, including audit​s, procurement, finance, management, ​or litigation
Skilled in developing and implementing compliance and controls systems in a development context preferred
Demonstrated leadership, versatility, and integrity
Excellent interpersonal and communications skills; proven ability to work effectively on teams in multicultural context
Extensive knowledge of U.S. government and USAID regulations required; familiarity with policies and compliance requirements related to international assistance programs
Excellent communication and writing skills in English

Information management systems specialist

Qualifications: 
Bachelor’s degree in information technology, monitoring and evaluation, or related field
Experience with DHIS and other health information systems required; experience with other sector and cross-sector information systems desired
Minimum seven years of experience building effective partnerships with diverse stakeholders to achieve consensus around the design and implementation of a knowledge/information management system to produce real-time data for decision-making required
Demonstrated technical ability to program and pilot a user-friendly information management system the houses social and behavior changed related information across sectors

Monitoring, evaluation, and learning manager

Qualifications: 
Bachelor’s degree in public health, epidemiology, biostatistics research methods, or any behavioral science with relevance to SBC research, monitoring, and evaluation
Minimum five years of experience working in monitoring and evaluation (M&E) for large health programs
Qualitative and quantitative analytic skills coupled with proven ability in using visuals such as graphs and charts, maps, and GIS preferred
In-depth understanding of how to design and implement M&E systems for complex donor-funded activities
Proven experience tracking performance against program objectives, reporting on outcomes, and analyzing data to contribute to continual adaptive management
Experience in developing learning and knowledge management curriculum for M&E initiatives for local counterparts preferred
Experience reporting to USAID
Experience working in Uganda required

Excellent communication and writing skills in English

Qualifications: 
Bachelor’s degree in public health, epidemiology, biostatistics research methods, or any behavioral science with relevance to SBC research, monitoring, and evaluation

Experience with conducting large data collection exercises at the regional or national level preferred
Experience reporting to USAID preferred
Experience working in Uganda required

Knowledge management and communications manager

Qualifications: 
Bachelor’s degree in communications, journalism, marketing, or related field
Minimum five years of relevant experience with communications for SBC programs preferred
Proven ability to communicate research findings using varied media, including radio, TV, internet, newspaper, and social media
Experience creating and designing knowledge management resources for U.S. government-funded project preferred
Experience with USAID programs and branding, and knowledge of global health and development issues preferred
Experience working in Uganda required

SBC capacity strengthening director

Qualifications:
Master’s degree in medicine, social sciences, public health, communications, or other relevant field
In-depth experience in SBC and working at the national, district, and subdistrict levels of Uganda
Demonstrated capacity building experience of diverse partners
Excellent skills and experience in collaborative working relationships with senior-level government leadership
Demonstrated experience coordinating between national and subnational levels on strategy and rollout of activities
Experience in working with gender and social inclusion or youth SBC campaigns at the national level preferred
Experience working in Uganda required

Excellent communication and writing skills in English

SBC coordinator managers

Qualifications: 
Bachelor’s degree in health, development, communications, or related fields
Work within existing regional structures to coordinate implementing partners in rolling out and scaling SBC activities that align with local and national technical priorities
Minimum five years of experience developing effective partnerships and working with donor implementing partners and diverse stakeholders rolling out activities at the subnational level; health sector and cross-sectoral activity experience preferred
Supervisory experience preferred
Willingness to travel and be based outside of Kampala
Experience with managing budgets, M&E, and logistics highly preferred
Demonstrated leadership, versatility, and integrity

 Contracts and grant manager

Qualifications: 
Bachelor’s degree in finance, business, management, or other relevant discipline; master’s degree preferred
Minimum five years of experience managing a multimillion grants portfolio ($2 million minimum), including at least three years of experience managing international donor-funded grants programs
Demonstrated experience managing USAID-funded grants under cooperative agreements or contracts required
Understanding of applicable policies and procedures on financial management, competitive procurement, determination of responsibility, cost share, grants management, and capacity building of local partners required
Excellent communication and writing skills in English

Finance and procurement manager

Qualifications: 
University degree or certification in accounting, financial management, business administration, economics, or other relevant field
Minimum five years of experience in accounting, bookkeeping, or program administrative and finance management; supervisory experience on a USAID-funded project highly preferred
Experience working with mobile money applications required
Procurement experience under USAID-funded awards required
Supervisory experience required
Certified membership in ACCA, CPA (U), or CMA preferred
Knowledge of Ugandan taxation laws; experience with withholding and remitting to the Ugandan Revenue Authority and other local governmental ministries or departments required
Experience working with financial accounting software such as Abacus or QuickBooks highly desirable
Experience managing large budgets and with USAID financial reporting preferred
Excellent working capabilities with Microsoft Excel and Word and other software applications
Demonstrated leadership, versatility, and integrity
Excellent communication and writing skills in English

Accountant

Qualifications: 
University degree or certification in accounting, financial management, auditing, or related field
Minimum five years of experience in accounting, bookkeeping, or financial analysis
Experience as a USAID-funded project accountant, with procurement experience preferred
Knowledge of Ugandan taxation laws and regulations with experience withholding and remitting to the Ugandan Revenue Authority and other local governmental ministries or departments
Experience working with Abacus, QuickBooks, or other accounting software highly desirable
Excellent working capabilities with Microsoft Excel and Word and other software applications
