Under the overall supervision of the Section Chief, Nutrition Section the M&E Officer will support the section in strengthening the M&E and information management of the different components of a large KFW grant.
 
The purpose of this position is to monitor the implementation of grant and report on the performance of UNICEF towards achieving the project’s objectives. The aim of this position is also to reduce the risks related to sub-optimal reporting, particularly on documenting progress towards the goals set for the project.
 
Impact of Results:
-  Efficient and effective funds utilization of the Grant.
-  Having in place a strong monitoring system for regular data collection for the different components of the Grant.
-  Monitoring of project key results ensuring that targets are met.
-  Ensure effective reporting on the status of project implementation such as donor reports.
-  Ensure effective coordination of activities between Government stakeholders involved in the project implementation.
 
Major duties and responsibilities 
 
Collecting data on the different components of the project:
-  Ensure provision of timely information on the status of project activities, related issues, and reports
-  Develop a dashboard for the project and update it monthly
-  Design data collection tools for staff in UNICEF sub-offices
-  Provide technical assistance to staff in UNICEF sub-offices in reporting information on the different components of the project
-  Perform other related tasks as required. 
 
M&E of the grant
-  Assist with the implementation and monitoring of the project operations.
-  Supports the M&E component of the grant, including an ongoing review of the project performance monitoring framework, annual work plan, evaluation plan and management of evaluations.
-  Monitoring of funds utilization and review of project budgets.
-  Enhance the project visibility in all the implementation regions of the project.
-  Produce funds utilization reports of the Grant.
-  Prepare funds utilization plan and follow-up of utilization progress
-  Perform other related tasks as required. 
 
Support to ensure quality of internal reporting:
-  Ensure the production of donor reports and briefing notes related to the project.
-  Ensure all reporting are completed in a timely manner in accordance with UNICEF guidelines and procedures.
 
Qualifications or specialized knowledge/experience/competencies required for the assignment
 Education: University degree in Accounting, Finance, Program Monitoring and Evaluation or any other relevant field.
 
Work experience: Minimum two years of experience in Accounting & Finance related field or program monitoring and evaluation (M&E).
 
Languages: English written and oral fluency, with a good knowledge of French.
