Chemonics seeks a chief of party to support the USAID/All Children Reading program, also known as Lecture Pour Tous. This $71 million activity works in six target regions in Senegal to improve reading levels for students in Grades 1 through 3 with an effective, sustainable, and scalable national program. Lecture Pour Tous targets three outcomes to achieve this goal: improved early grade reading instruction in public primary schools and daaras, delivery systems for early-grade reading instruction, and parent and community engagement in early-grade reading. Currently in its third year of implementation, Lecture Pour Tous is a five-year program that began in October 2016 and will run through July 10, 2021. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:
Provide overall technical and administrative leadership and expertise for the program and serves as the primary liaison with USAID on strategic, managerial, and technical matters
Responsible for the overall management and implementation of the program, receiving technical direction from the designated USAID task order contracting officer’s representative
Plan, organize, and ensure proper supervision of all program interventions
Ensure that all activities conform to the terms and conditions of the contract, including cost, schedule and quality parameters
Interface with clients, conferring with the USAID task order contracting officer’s representative on challenges and opportunities to maximize impact and scale, minimize costs, and ensure efficiency and sustainability in achieving targeted results
Manage and control funds and other resources for the task order and associated subcontracts and grants under contract
Prepare status reports, budget information and other documentation
Supervise a field office senior management team of six people and ensure proper supervision of the wider program team

Qualifications:
Master’s degree in education policy, planning, teacher professional development, or related education field required; Ph.D. or Ed.D. and technical familiarity with early-grade reading preferred
Demonstrated experience in relevant technical fields such as educational policy, planning, curriculum development, and teacher professional development required
At least 15 years of experience in relevant management, supervisory, and technical roles working with programs of a similar scope and scale required, with at least 10 of these years in a management or leadership position
At least 10 years of experience in the education sector, preferably in development contexts similar to Senegal, including knowledge of basic education programs, curriculum and material development, teacher training and coaching, government capacity building, and program management systems
Ample experience in program design, policy dialogue, strategic planning and implementation, education reform, and national-level quality improvement required
Demonstrated experience and knowledge of capacity development, professional development, and systems strengthening
Experience and demonstrated capacity to build and sustain partnerships with senior government officials, local partners, and other donors to achieve development results preferred
Demonstrated leadership, integrity, and versatility
Professional proficiency in written and spoken English and French required
