Background
At the regional level, WASH in Schools is part of the Key Results for Children (KRC #4 Improved Learning Outcomes and KRC #8 Ending Open Defecation). It also contributes to the UNICEF Strategic Plan through the realization of Goal Area 4 (Every Child Lives in a Safe and Clean Environment), Goal 1 (Every Child Survives and Thrives), Goal 2 (Every Child Learns) and Goal 5 (Every Child has an Equitable Chance in Life). Furthermore, nine WCAR country offices have identified ending open defecation and ensuring equitable access to sanitation and hygiene as a priority for the coming four years. In addition, UNICEF’s Global WASH Strategy outlines five results areas, of which WinS and MHH support two, WASH in Institutions and Hygiene, respectively. Strengthening the capacity of practitioners in the region will also contribute to the strategy’s programming principles of reducing inequality, sustaining service at scale and contributing across SDGs.
In 2017, a French-language WinS capacity-building course was launched by the regional office in coordination with Burkina Faso’s Institut International d'Ingénierie de l’Eau et de l’Environnement (2iE). The course was developed in response to the results of a 2016 Bottleneck Analysis of Institutional Capacity for WinS in WCA, which showed that sustainability remained the biggest obstacle to scale-up. The first course rollout was held at the 2iE campus and attended by 35 participants from nine countries, in the region. Following the course, country groups were tasked
 
How can you make a difference?

Objectives
The purpose of this consultancy is to support the strengthening and scale-up of WASH in Schools (WinS) and menstrual health and hygiene (MHH) programs in West and Central Africa (WCA) through the facilitation of a French language capacity-building course, provision of knowledge exchange and technical assistance to country offices. WASH in Schools is an integral part of operationalising the regional Key Results for Children (KRC) Initiative for KRC#3 Equitable and Sustainable Access to Education, KRC#4 Improved Learning Outcomes and KRC#8 Ending Open Defecation.

Scope of work
The next French WASH in schools course will be conducted with 2iE in April 2019. Two (2) modules will be delivered remotely via webinars on the 2nd and 9th April, and the in-person course will take place for six days, from April 15th to 20th in Burkina Faso, with 1 day debrief and planning for the next course with 2iE conducted after the course. The consultant will be expected to support capacity-building for this course, provide technical assistance to country offices and aide information transfer on the French-language WinS knowledge-exchange platform, and via knowledge management activities.
The items below show the tasks for which the consultant will be responsible:
Facilitation of the WinS capacity-building course (remote via webinars and in-person)
•        Course Preparation
o        Development of a course facilitation plan in coordination with the Sanitation &Hygiene Specialist and the team at 2iE.
o        Revision as necessary of course materials based on new learnings on WINS and MHH.
•          Facilitation
o        Remote Facilitation: Per the recommendations from the 2017 rollout, two course modules will be presented remotely to ensure sufficient time for group work during the in-person course
       Lead two webinars for course participants
•        Week 1: Introduction to WASH in Schools
•        Week 2: Introduction to the Bottleneck Analysis
o        In-person Facilitation: The consultant will travel to Ouagadougou, Burkina Faso for 10 days immediately following the remote webinars and will be responsible for the following:
       Presentation of specific course modules
       Lead group discussions during modules
       Lead a group field trip to schools in the Ouagadougou area
o        Debrief: Meeting with UNICEF and 2iE focal points to provide a debrief on the training
•        Course Documentation
o        Development of a course report utilizing the results of the course survey, course assessment and feedback from partners to determine recommendations for the third rollout.

Technical Support
Preceding the course, the consultant will provide remote support to all country groups (at least 5) to support the development of their case studies.
•        The consultant will furnish a 2-pager outlining the case study topics and methodology selected by country groups
o        Support for country groups during the selection and identification of topics for the case studies using the bottleneck analysis conducted during the in-person course
•        Per the requests from the 2018 Client Satisfaction Surveys, the consultant will also be responsible for providing technical assistance to country offices for the following areas:
o        Integration of WinS in education sector plans, national standards, costing and budgeting
o        Uptake of global level WinS SDG indicators into national Education Monitoring Information System (EMIS) surveys to track progress towards the SDGs through coordination with UNESCO,
o        Inclusion of MHH into existing WinS programs to improve girls’ access to education
o        Adoption, adaptation and implementation of the Three Star Approach for improved sustainability of WinS programs.
All countries in the region will benefit from these regional guidance, with tailored support provided as requested to at least 3 countries.

Capacity-Building
The consultant will be responsible for supporting the dissemination of emerging research and programming across the region. The learnings from the impact of public health emergencies and costing have been under development since 2018. The consultant will be responsible for the presentation of two webinars (in both French and English) to colleagues across the region on the following:
•        WASH in Schools in Public Health Emergencies - which builds upon the WinS response during the Ebola Viral Disease (EVD) crisis in Guinea, Liberia and Sierra Leone identifies best practices for WASH related public health emergencies in schools (EVD, cholera etc.)
•        Costing of WASH in Schools – In 2016, UNICEF HQ developed a costing tool in coordination with Temple University.

Knowledge Exchange:
The consultant will support activities on the French-language WinS Yammer page which was established in December 2018, through:
•        Development of thematic areas (EMIS monitoring, MHH and Three Star Approach) and discussion topics for the group
•        Provide the Sanitation & Hygiene Specialist with site analytics (number of participants, number of views, active discussions etc.) in coordination with IT
As part of knowledge exchange, the consultant will also provide support to document experiences on sustainability for WinS using already existing information collected through the sustainability checks, contributing to:
•        One publication-ready document on WINS sustainability in WCAR

Reporting Requirements
The consultancy is home-based with travel (one trip in April 2019 to Senegal and Burkina Faso). Deliverables will be shared with the Sanitation and Hygiene Specialist via email or file-sharing sites such as WeTransfer. Weekly calls between the consultant and Sanitation Specialist will be held via Skype or Skype for Business to ensure progress during the contract. Furthermore, the consultant will be required to liaise with the Education, Gender and Health sections in WCARO as well as the Sanitation Team in NYHQ.

Administrative Issues
The supervising officer will be the WASH Specialist – Sanitation and Hygiene within the WCARO WASH Section. The consultant will furnish their own laptop and other materials necessary to conduct the work. Interested candidates are required to submit with their application an all-inclusive financial proposal to include fees, travel and sustenance. A duly completed P11 is also requested (if recruited through TMS).

To qualify as an advocate for every child you will have…
 
Specific competencies, qualifications and experience required of the consultant:
Master’s degree in Public Health, water and sanitation, engineering, or equivalent experience, in environmental engineering or a related field;
At least eight years of experience in water and sanitation, or public health issues;
Experience with WASH in Schools and Menstrual Hygiene Management research or programming;
Experience facilitating capacity development, including training on WASH in schools and other water, sanitation and hygiene related subjects;
Experience facilitating knowledge exchange through online platforms is desirable;
Must be fluent in French and English
Prior experience working in the West and Central Africa region is advantageous.
