Purpose
To provide support on Drought Emergency Deployment to control and prevent multiple outbreaks such as AWD, measles and scabies, and support internal displaced population (IDP) due to conflict, drought and flooding. 

How can you make a difference?

Tasks to be performed
Under the administrative guidance of the UNICEF Health Chief of section, the Consultant will work closely with the UNICEF AA Health Emergency Team, Field Office Teams, Health, WASH clusters at National/Regional level Clusters and focal points, RHBs, WHO, other partners (INGOs, LNGOs/CBOs/FBOs) to channel UNICEF support to disease outbreak and IDP response as well as emerging diseases preparedness and contingency planning as needed.
Review/analyze most recent AWD situation, measles, and scabies using available data and disaggregate per region. Be ready to be deployed to the region immediately with high case load and low capacity.
Conduct field monitoring in the priority region as assigned by the supervisor and participate in rapid assessments the situation and management of CTC sites using standard indicators. Review existing regional response and, operational plans, SOPs, training package, key IPC messages, monitoring tools, job aids for rapid mentoring of health workers onsite in the CTC sites. Provide brief analysis, identify gaps, challenges, key actions.
Engage and advocate with the regional Health cluster and technical working group on the prioritization exercise where to focus the technical support on case management based on the results of the rapid assessments. Advocate and influence for technical adjustments and use of new tools as relevant or as needed per National Guidance and or Global Standards.
Provide direct technical assistance on AWD case management onsite in the priority CTC sites with the highest gaps in coordination with the UNICEF FO, RHB and Health Cluster.
Provide weekly CTC situation summary report using standard format to UNICEF FO and AA levels, include improvements and gaps through established CTC management indicators. Use the information on the gaps for immediate advocacy to health and WASH clusters for actions towards improvements.
As needed, in collaboration with RHB, Partners, support the dissemination of improved and blended simple tools or job aids to ensure rapid skills improvement capacity of the health workers in CTC sites in low resource settings.
Participate actively in health cluster meetings/incident command post at regional and lower levels to share and obtain information for action and for ensuring coordinated support to achieve better results on the control of the outbreak.
Provide technical support on Communication for Behavior change among health workers using the integrated C4D approach both in CTC sites and in neighboring communities. Conduct focus group discussions to get beneficiary feedback and human interest stories using standard templates. Submit these reports to the supervisor as they come.
In regions where there are existing scabies cases, coordinate with the regional, zonal, woreda health offices to collect most recent reported data on scabies cases, number of drugs ( e.g. Permethrin tubes) distributed, and current stock, estimated needs, challenges and recommendations to the woreda level.
Support health interventions and monitoring of its implementations to IDPs in Somali, Oromia and SNNP regions.
Perform technical assistance in case other disease outbreaks such as measles, and outbreak may occur e.g. viral hemorrhagic fever, meningitis, etc.

Methodology
1) Participation to regional and sub regional health cluster meetings, incident command post meetings
2) Desk review and analysis of relevant data
3) Direct field CTC site visits and on site mentoring with health workers
4) Guidance on use of standard simple tools, training package in coordination with the RHB, FO, partners
5) Close coordination with UNICEF colleagues, RHB/FMOH, WHO and other partners
6) Focus group discussions among beneficiary communities, report and human interest stories writing
7) Weekly submission of brief reports

Expected Deliverables
Brief summary of AWD and other disease outbreaks Epidemiological Situation Report, national level
CTC sites management status with key indicators, analysis, recommendations upon initial engagement
Weekly CTC sites management matrix situation report using agreed monitoring tools, with actions taken and results, include epidemiological AWD data
IDP Response health interventions monitoring of implementation
Other weekly Disease outbreak reports, other inputs to humanitarian performance monitoring, Humanitarian Action for Children (HAC) reporting, infographics, donor proposals and donor reports 
Human Interest Stories using standard template and Beneficiary Feedback for donor reporting ( Supervisor to provide the templates)
Weekly inputs for sitreps, EMTs, brief summary of minutes of meetings attended, etc.
Final Simple CTC Monitoring Tools, Job Aids and Training package for HWs  ( induction for new untrained HW and refresher for previously trained ) package
Final report upon completion of the mission.

Reporting
The Consultant will report on a day to day basis to the UNICEF DPC cluster Head in health section. 
The Consultant will closely collaborate and coordinate regularly with CO Health section Team led by the Chief of Health in Addis Ababa; will be deployed to any region with the most need on a specific duration as determined by the supervisor. Therefore, the Consultants time will be mostly at field level. When the Consultant is deployed to the field office, the administrative related supervision will be under the chief of field office while the technical supervision maintain as above.

To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in Medicine, Public Health, Community Health or related fields (preferably with specialized training on public health in complex emergencies, in epidemiology and Cholera disease control)
*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
Eight years of professional work experience at the national and international levels in coordination, planning, programming, implementation monitoring and evaluation of public health emergency programs relevant to communicable disease control.
Professional work experience in a managerial position, or a technical expert position in health.
Working experience with UNICEF, international health NGOs and other relevant agencies is desirable;
Ability to work under tight schedule and respond to multiple demands;
Very good analytical and computer skills; is a result driven and can work with minimum supervision.
Excellent writing skills and demonstrable experience in qualitative and quantitative epidemiological information analysis, program monitoring and reporting.
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
