CONTEXT OF THE MISSION
After a referendum following 50 years of conflict with the North, South Sudan became officially independent in July 2011. From then, the country has engaged in a long period of construction, expected to last for the next 50 years.
This period has been violently stopped since December 2013 with an internal political and ethnic conflict creating massive displacement of populations inside and outside the country. The country is now facing, added to violent clashes and wars, a major economic crisis driving it to a close collapse. The country is highly dependent on external supplies of goods and services as well as the intervention and support of the humanitarian sector. Given the difficulties and complexity of aid delivery and despite multiple efforts, humanitarian assistance often fails to reach the most vulnerable people whom, due to their loss of autonomy and also the lack of visibility, tend to be invisible in emergency response systems.
The context in South Sudan is characterized by a contiguum between emergency and development with regular chronic crisis, periods of stability and period of massive emergency. HI, present since 2006, has shifted in 2009 from the emergency department to the development one but remains active in both operational interventions.
At April 2018, the program includes:
1/ An emergency component with:
o Protection program in Juba PoC and Urban juba camps, psychosocial support and targeted assistance to persons with specific needs
o An emergency flying team all over the country
2/ A long-term component with:
o A Victim Assistance project based in Yei county including rehabilitation activities
DESCRIPTION DE POSTE :
Under the responsibility of the Emergency Coordinator and in close coordination with the rest of the HI team and related advisors, you will:
- Ensure project management cycle is implemented and using the appropriate HI guidelines and technical tools and following the donor requirements
- Ensure smooth coordination mechanism between the project’s components under your responsibility and the other projects potentially developed by HI within the country and mainly with the emergency team
- Actively take part in the recruitment of the project teams
- Effectively manage a team of three expatriate and seven national staffs
- In coordination with the logistic and administrative department, ensure correct follow-up of the administrative and logistic aspects of the project
- Monitor the project budget and to follow-up the expenses
- Regularly report on project activities (statistic, review monthly objectives, etc.) as requested by the Emergency Coordinator, the Program Director and the Technical Advisor
PROFIL ATTENDU :
You have/you are:
- A degree/training in project management
- At least 2 or 3 years of experience as project manager with an experience in emergency response, with an international NGO, in conflict/post-conflict environments
- A training in and/or equivalent experience in security management
- Experience of managing multi-disciplinary and multi-cultural teams
- Strong leadership skills and ability to create team spirit and to support team building
- Dynamic, positive, autonomous and highly flexible in this changing context
- Excellent communication skills in English (verbal and written)
LANGUE(S) DE TRAVAIL :
SPECIFICITES/PARTICULARITES DU POSTE :
Juba is the capital of South Sudan, and accessible by commercial flights and by road. Road movement is generally unadvisable, due to general security situation and poor road conditions. Internal flights operated by UNHAS connect Juba with major cities and key sites across the country for development and humanitarian activities.
The office and the Guesthouses are separated in Juba. Both premises are in the center of Town. The accommodation in Juba is simple but comfortable. Each staff has his/her own self-contained room with Air Conditioner. A generator is running in the morning and at the evening time at pre-determined hours. There is a TV in the dining room with DSTV (cable) and an internet/wireless facility. Juba offers some facilities as bars, restaurants, gym and swimming pools available according to curfew time.
A security level 3 has been established for the H.I mission with restrictions of movements and a curfew in Juba. This level could be updated according to the very fluid security situation in the country. A special system of R&R is in place with time for rest out of the country every 6 weeks.

- Salary from 2214 € gross/month regarding the experience of the candidate
