For every child, 
The Country has been unstable politically for some decades. This context made Guinea Bissau a very fragile state. As a result, Staff Members are exposed to high level of stress while discharging their duties and responsibilities in such working environment. The Office has 47 active staff members, all combined categories, with a gender parity of 40% female and 60% male as of 31 March 2018,.
It has become a normal practice in UNICEF to conduct a Global Staff Survey every two years with aim to understand the perceptions of the staff and consultants on a range of topics such as personal empowerment, job satisfaction, career and professional development, work life balance, standards of conduct and many more. The three areas identified where there is scope for the office to develop were: Personal Empowerment, Career and professional development and Work/Life balance.  Based on the results from this survey, Guinea-Bissau Country Office recently completed the action plan to address concerns raised by staff in the above three areas.

An action plan developed by the office in response to the survey has identified team building as a key intervention. While at first these areas and team building may seem counterintuitive, a close examination of these areas shows that empowered individuals who are equipped with skills to manage their career and professional development and work life balance can lead to better team productivity. Strengthening team building will foster greater cooperation, collective problem-solving, and improve efficiency at work place which will have a positive impact on personal life. And for this to happen individuals must be empowered and have a clear idea of their roles and responsibilities and are able to align their individual goals to team goals and organizational mission and vision. 

This year’s retreat will be an opportunity to further strengthen the team building efforts to bring the results for children in the country.
The objectives of the assignment are to prepare and facilitate a team building retreat for the personnel of the UNICEF Guinea-Bissau country office.

How can you make a difference?
Preparation of a team building retreat workshop (2 days):
- A customized training and team building plan clearly articulating the objectives of the team building exercise;
- Interactive and flexible facilitation tools and materials prepared prior to the workshop.

 Facilitation of a team building retreat workshop (2.5 days):
The team building exercise should be creatively organized to include sessions aimed at helping the personnel enhance their communication and interpersonal skills and articulate a common vision as UNICEF Guinea-Bissau team. It should include practical exercises and sessions on the following modules: Personal Empowerment and Initiative taking, Time Management, Ethics and Prevention of Sexual Harassment and Abuse, Stages of Team Development, Team Work and Team effectiveness, Communication, Conflict Management, Self-awareness and Esteem, Accountability. 

The output of the retreat workshop should be a brief report outlining:
Workshop's proceedings
Practical recommendations and operational tools which can be used by the team in the future.

Step 1 (workshop preparation)

Outputs
A customized training and team building agenda clearly articulating the objectives of the team building exercise
Interactive and flexible facilitation tools and material aids for brainstorming prepared prior to the workshop

The facilitation of the retreat programme for 47 staff (21 Staff in General vice per services category, 18 staff in National Professional category and 9 International Professional staff) should be designed so as to include: 
A team building component
Communication module
Time management
Conflict management and resolution module
Decision Making and Problem Solving Module
Team Work and Team Effectiveness Module
Stages of Team Development Module

Upon receipt of comments from UNICEF

Payment 
UNICEF will pay the full amount as per the contract upon satisfactory facilitation of the retreat and subject to the finalization and approval of the retreat report.
The consultant is expected to dedicate two days to the preparation of the retreat. S/he will be expected to consult with the UNICEF team to design the workshop programme. The retreat will last 3 days including travel time to the retreat site.
One day is allocated to formulate the first version of the report. In total, the consultant will be contracted for six (6) days’ work – starting from 2 days prior to the set date for the workshop.

Additional costs incurred by the consultant during his/her contract (additional materials for the team building exercises) will be refunded, provided the costs were agreed upon by UNICEF in advance. Payments will be made following the submission of the deliverable, as per the table above.

The report submitted by the consultant will be reviewed by UNICEF within seven working days, after which the consultant will be granted one additional day to finalize the report in question.

To qualify as an advocate for every child 
The senior-level consultant should possess the following knowledge and skills:
Masters in Social Sciences, Management or a closely related field.
Previous experience in conducting similar retreat with large groups. Proven track record of facilitating team building and knowledge sharing workshops and consultancy experience.
Excellent analytical, research, writing and communication skills.
Full computer literacy and fluency in English and French. Knowledge of Portuguese is an asset.
The candidates should also provide a technical proposal (very well detailed when submitting their application.

CONDITIONS OF WORK and Remuneration
The individual contractor type of contract will be signed for this consultancy. The assignment will be carried out in consultation with UNICEF. All the products developed will be the property of UNICEF.
As a general principle, the fees payable to a consultant shall follow the best value for money principle (achieving the desired outcome at the lowest possible fee). Therefore, the consultants are required to indicate their fees for services to be provided; In case the offered fees are higher than the estimated cost and available budget for this activity, the Office will negotiate a reasonable rate to be applied.

The consultant will work with own IT equipment
UNICEF Bissau will provide office space and other secretarial support.
UNICEF Bissau will provide transport to and from the airport, and any work-related transport in country, if needed.
The consultant is expected to make his/her own travel, transportation for travelling to and out of the country, and accommodation arrangements in the country. The financial proposal should be comprehensive including the costs of travel/transportation/accommodation. Any additional facilitator in case it is needed to be arranged by the main consultant.
