Regional Context
The Middle East and North Africa Region faces challenges, not least ongoing political turmoil and recent conflicts, high youth unemployment, severe water scarcity, high energy subsidy, and human and social development outcomes that have been below those achieved by countries at similar levels of income. These challenges have been recently compounded by the health, social and economic impact of COVID-19 Pandemic.
The MNA Region is now implementing an ambitious enlarged strategy towards that end by a focus on four pillars – “the 4 R’s” – Renewing the social contract; Regional cooperation; Resilience to migration shocks; and Reconstruction and recovery. In parallel to the focus on immediate needs, the World Bank is helping countries develop new models for sustainable and inclusive growth in a dynamic and increasingly knowledge-based global economy. Equitable Growth, Finance and Institutions
The Equitable Growth, Finance and Institutions (EFI) Practice Group provides support to low- and middle-income countries to build the foundations for inclusive and sustainable growth and, thereby, make progress towards achieving the World Bank Group’s twin goals of reducing poverty and boosting shared prosperity. The EFI Practice Group includes the WBG Global Practices of Finance, Competitiveness and Innovation; Macroeconomics, Trade and Investment; Governance; and Poverty and Equity. WBG clients face complex challenges which require holistic solutions, and this requires us to work as an integrated EFI Practice Group and across the Bank Group to deliver coherent solutions on issues such as growth and competitiveness.

The FCI MENA West unit, within the FCI Global Practice, wishes to hire an extended-term consultant (ETC) with private sector development experience to provide analytical, technical and operational support to projects in Morocco. The ETC will support the FCI program in Morocco and support the design and implementation of key activities, including analytical advisory services and lending operations. The work program will mainly be focused on SME development and access to finance, firm support, entrepreneurship, sector level competitiveness and value chain development, business climate reforms, but the consultant will be expected to work with a dynamic and changing portfolio. The consultant is also expected to contribute FCI inputs to the work of other Global Practices.
Roles and Responsibilities
The consultant will perform the following tasks:
Contribute to the preparation and implementation of advisory and lending projects in support to TTLsContribute to the policy dialogue on the FCI portfolio in Morocco, including areas such as : investment climate, firms competitiveness, subnational development, entrepreneurship, value chain developmentConduct research and draft analytical notes on specific topics relating to job creation, entrepreneurship, SMEs development, value chains development, and investment in MoroccoParticipate in missions, provide technical inputs and guidance to Bank team and counterparts on policy and investment strategies related to the areas of intervention mentioned aboveWorks independently, seeking guidance on complex projects/issues from senior specialistWork closely with other Global Practices (GPs) as well as with IFC advisory and investment teams
Selection Criteria
Master’s Degree in economics, public policy, international development, finance, social science, law, engineering, or other relevant disciplineA minimum of 5 years of relevant experience in private or financial sector development, business management or management consulting, including government facing and private sector facing workDemonstrated knowledge and specialized skills required in at least one area of private sector development (investment policies, business environment, entrepreneurship, industry-specific solutions, or firm competitiveness and innovation) and key policy, regulatory, and development issues in that space. Knowledge of areas of financial sector development (financial inclusion and access, long-term finance, financial stability and integrity, or risk management) highly desirableSolid experience in working with economic and sectoral data and analytical tools to conduct economic or sectoral analysis and synthesize results as input into policy dialogue or a technical paperStrong written and verbal communication and interpersonal skills, and an ability to communicate both verbally and in written form and liaise effectively with clients, counterparts, and colleaguesAbility to work well in multi-disciplinary teams and demonstrated diplomatic skills and cultural awarenessFluency in English (spoken and written) and French (spoken and written). Knowledge of Arabic (spoken) would be a plusKnowledge of the Moroccan institutional, political and economic context
Reporting
The consultant will work closely with the Task Team Leaders in charge of programs in Morocco and report to the Practice Manager, FCI MENA West.
Note: The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.
