Context:
Burundi is a small, landlocked country in East Africa, with a growing population of 11.5 million inhabitants and a staggering population density of 451 per km2, which makes it the third most densely populated country in Africa. While it has recently come out of years of unrest, the country is still unstable, with fragile institutions and tensions among and across various levels of government.
Burundi is regularly affected by a variety of hydro-meteorological hazards, including torrential rains and hailstorms, triggering frequent floods and landslides, and intense winds. The country is also located on the Albertine Rift, and has experienced considerable damage during past earthquake events. Large parts of the country also suffer from slower-onset hazards and environmental degradation processes, including drought, soil erosion, and a loss of freshwater resources.
In this context, reducing disaster risk and managing disasters are key to Burundi’s policy. The National Development Plan of Burundi 2018-2027 identifies the management of disaster risks and the reinforcement of national capacity as one of its strategic objectives. Burundi has also developed and adopted a National Strategy for Disaster Risk Reduction for 2018-2025 and an Action Plan 2018-2021, which are aligned with the Sendai Framework for Disaster Risk Reduction 2015-2030.
Although the National Strategy and UN Development Assistance Framework (UNDAF) are in line with the Sendai Framework, and the National Platform and other stakeholders are working to achieve the objectives identified in these key documents, institutional and operational capacity of the national and local Disaster Risk Reduction (DRR) stakeholders as well as their resources are still very limited, primarily due to the country’s fragile political and economic situation. Moreover, the country currently lacks some basic but key information on risk, as well as key risk management procedures, knowledge and infrastructure.

In order to address some of these challenges, IOM is now launching a country wide DRR programme, focusing on 3 main objectives:
1. Identification of risks linked with key hazards in the country; 2. Strengthening of Disaster Risk Management procedures and coordination mechanisms at all levels, with a specific focus on provincial and municipal authorities, as well as engagement of communities at risk; Protection of communities through community-led hazard prevention and mitigation interventions, including non-structural and infrastructural strengthening and sustainable ecosystem management and restoration.
Working under the overall supervision of the Chief of Mission (CoM) in Burundi, and the direct supervision of the DRR Coordinator, the successful candidate will be responsible for the direct implementation, oversight and management of all activities for the EU-funded, nationwide DRR project (as well as any new DRR programmes).

Core Functions / Responsibilities:

1. Backstop the operational, human resources, administrative and budgetary activities of the DRR project in line with IOM guidelines and in close coordination with relevant units in IOM Burundi.
2. In coordination with the Human Resources department and relevant programme managers, oversee local recruitment and ensure training of staff in accordance with the needs and programme’s requirements, as well as to ensure staff members’ understanding of and compliance with the IOM Code of Conduct, specific provisions on gender issued and prevention of sexual abuse and exploitation (PSEA) and other relevant policies.
3. In close coordination with the relevant programme managers and national staff, supervise and coordinate the daily implementation of IOM’s DRR project implemented nationally.
4. Implement comprehensive monitoring and evaluation protocols for IOM’s DRR project using standard templates (i.e. activities, indicators, results, and outcomes, with disaggregated data wherever possible).
5. Identify gaps, operational challenges and constraints and take action to increase effectiveness and streamline procedures for the DRR project.
6. Identify funding opportunities that are in accordance with the IOM mandate and are relevant to IOM Burundi’s strategic objectives as related to DRR and climate change adaptation Page 2  /    5
programming and assist with project development.
7. In coordination with the DRR Coordinator establish and maintain reliable partnerships with relevant government of actors in Burundi, local leaders, United Nations Agencies, Non-governmental Organizations including but not limited to those related to DRR interventions.
8. In coordination with the DRR Coordinator represent IOM at relevant forums including the DRR working group and UNDAF result four meetings, inter alia.  Keep abreast of all interagency assessments, reports and other relevant materials.
9. In coordination with the DRR Coordinator and security colleagues, ensure that adequate precautions and measures are in place for the security of all staff working throughout the country. Apply and observe the security warden system for all staff and regularly report to the DRR Coordinator any security related issues.
10. Regularly update the DRR Coordinator on the overall situation as it relates to DRR programming, staffing, meeting outcomes, security developments, and opportunities across the country.
11. Ensure that the necessary technical information is collected and assessed to compile risk maps, update and/or draft contingency plans, provide DRR trainings to community members, and implement DRR interventions throughout the country in line with the project documents.
12. Ensure that all DRR project components are implemented particularly regarding the adequate supervision of DRR projects including the necessary negotiations with contractors on construction sites, use of local construction techniques and materials, technical designs and Bills of Quantity, and capacity building for local counterparts including Community Based Organizations (CBOs), Non-Governmental Organizations (NGOs), etc.
13. Prepare and distribute internally and externally statistical, financial and narrative reports as required in a timely manner.  Ensure the necessary reporting in line with the project documents to facilitate on time submission to the donor regarding monthly, quarterly, financial, and final project reports as required.
14. In coordination with the DRR Coordinator and Transition and Recovery Division (TRD)/ Department of Operations and Emergencies (DOE), undertake mid-term and final evaluation of the project to assess impacts, identify good practice and contribute to IOM institutional learning on DRR.
15. Assist the DRR Coordinator in the development of a five-year DRR strategy for IOM Burundi to ensure IOM’s work on DRR remains relevant, effective and efficient despite the growing threat and adverse impacts of climate change.
16. Provide expert technical inputs to facilitate IOM’s work on DRR is well connected to the Government of Burundi’s longer-term development goals, incorporating where possible ‘concepts’ such as Cash Based Initiatives and the Humanitarian Development Peace Nexus (HDPN).
17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
• Master’s degree in Geography, Geology, Environmental Science, Rural Development, Engineering or a related field from an accredited academic institution with five years of relevant professional experience; 
• University degree in the above fields with seven years of relevant professional experience.

Experience
• At least five years of experience in the field of disaster risk management and seven years overall. Experience working in conflict or post-conflict areas is desirable;
• Good knowledge of programming and project implementation and community-based disaster risk management;
• Prior experience in designing and implementing multi-hazard risk assessments would be a distinct advantage;
• Experience with IOM or other international agencies (UN Agencies, International Organisations, and International specialised NGOs), as well as working with international donors;
• Previous experiences as a team leader;
• Specific qualifications on DRR/DRM are desirable.

Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English and French is required (oral and written).
