Chemonics seeks a project director for the Human Resources for Health 2030 (HRH2030) Senegal activity. HRH2030 supports USAID/Washington and field missions in strengthening human resources for health across 42 countries, increasing the accessibility, availability, acceptability, and quality of the health workforce needed to improve health outcomes and advance universal health coverage. Since 2016, HRH2030 has worked with USAID/Senegal and the government of Senegal to develop and implement improved human-resources policies and practices. The project director will assume overall responsibility for HRH2030 Senegal activities, including developing annual work plans and other programmatic reports, providing technical input and monitoring and evaluation, and ensuring the achievement of milestones and targets established in the annual work plans. The Senegal project director serves as Chemonics’ HRH2030 Senegal representative and manages relationships with USAID/Senegal, USG and other partners, Senegalese government and civil society stakeholders, other donors and development projects, and HRH2030 consortium partners in Senegal. The project director also oversees all HRH2030 Senegal staff and directly supervises technical advisors and consultants. The position is located in Dakar; Senegalese nationals are strongly encouraged to apply. Responsibilities include:
Provide overall leadership, management, and strategic technical direction, ensuring an integrated vision among different components and actors
Serve as the activity’s primary liaison with USAID, international and regional partners, sub-recipients, and host-country government officials, including actively managing client expectations
Act as primary liaison with Chemonics’ Washington, D.C., office in technical and managerial matters
Supervise, coach, and support professional development of project technical and administrative staff, responding to performance issues in accordance with Chemonics policies and procedures
Directly supervise the finance and operations manager and technical team members, providing regular feedback and conducting written performance reviews
Ensure compliance with USAID regulations and Chemonics policies and systems
Represent the project at periodic meetings with stakeholders to report on planned activities and actions
Recruit a team, including long-term staff and short-term consultants, with the right mix of technical skills and work style to achieve objectives
Ensure that activity work plans are developed and completed on time and within budget
Ensure that activity reporting is comprehensive and timely
Use monitoring and evaluation data to adjust programmatic approach and strategies, modifying work plans and implementation activities as needed
Identify cost-share opportunities and oversee implementation of cost-share manual, including tracking and reporting

Qualifications:
At least 12 years of professional experience managing global health projects, including developing and implementing work plans, controlling budgets, and managing a team of local and international staff
Advanced degree in public health, health economics, human resources management, international development, or a related field
Demonstrated leadership experience on a USAID-funded project required, preferably as chief of party/project director or deputy chief of party
Experience acting in a high-level representative role and working with stakeholders, including U.S. and local government officials and private sector actors
Knowledge of approaches to improve health workforce performance preferred
Ability to anticipate and respond to rapidly changing conditions and project needs
Familiarity with Senegalese government systems, especially the Ministry of Health and Social Action, preferred
Demonstrated leadership, versatility, and integrity
Fluent English and French required
